g On or about September 6, 2007 the Teacher Standards and Practices
8 Commission (Commission) received information from the Oregon School for the
9 Blind, alleging potential abuse of a student by Bruce Beebe (Beebe).
1O After review of the matters alleged, Beebe and the Commission agree that
1 1 their respective interests, together with the public interest, are best served by a
12 stipulation to certain facts and the imposition of a Public Reprimand.
13 By signing below, Beebe acknowledges, understands, stipulates, and
14 agrees to the following: (i) he has been fully advised of his rights to notice and a
15 hearing t0 contest the findings of fact, conclusions of law, and order set forth
16 below, and fully and finally waives all such rights and any rights t0 appeal or
17 otherwise challenge this Stipulation of Facts and Final Order of Reprimand
18 (Stipulation and Final Order); (ii) this Stipulation and Final Order is a public
19 document and disclosed to the public upon request by the Commission; (iii) this
2O Stipulation and Final Order is contingent upon and subject to approval and
21 adoption by the Commission. If the Commission does not approve and adopt this
22 Stipulation and Final Order, then neither Beebe nor the Commission are bound
23 by the terms herein; (iv) he has fully read this Stipulation and Final Order, and
24 understands it completely; (v) he voluntarily, without any force or duress, enters
25 into this Stipulation and Final Order and consents to issuance and entry of the
26 Stipulated Final Order below; (vi) he states that no promise or representation has
27 been made to induce him to sign this Stipulation and Final Order; and (vii) he
28 has consulted with an attorney regarding this Stipulation and Final Order and
29 has been fully advised with regard to his rights thereto, or waives any and all
3O rights to consult with an attorney prior to entering into this Stipulation and Final
31 Order and issuance and entry of the Stipulated Final Order below.

1 STIPULATION OF FACTS
2 1. The Commission has licensed Beebe since August 20, 2003. Beebe
3 currently holds an Initial I Teaching License, with an endorsement in
4 Technology Education at the high school grade level authorization, issued
5 October 15, 2006, and valid through October 14, 2010. Beebe timely
6 applied for renewal of his license.
7 2. On September 5, 2007, Beebe was assigned as a one-on-one teaching
8 assistant with a student with severe developmental disabilities. Beebe was
9 attempting to diaper the student following a swimming activity. During
10 the diapering attempt, the student was struggling and flailing, making
1 1 diapering difficult.
12 3. Beebe became frustrated and struck the student on the back. The incident
13 was witnessed by another teacher.
14 4. This incident was investigated by school medical personnel and police who
1 5 found n0 visible injury to the student 0r Beebe.

26 Bruce Beebe made inappropriate contact with a student. This conduct
27 constitutes Gross Neglect 0f Duty in violation 0f OAR 584-020-0040(4)(d)
28 (Unreasonable physical force against students, fellow employees, or visitors t0
29 the school, except as permitted under ORS 339.250) and OAR 584-020-
30 0040(4)(n) as it incorporates OAR 584-020-0010(1) (Use professional
31 judgment). The Commission’s authority to impose discipline in this matter is
32 based upon ORS 342.175.

2 The Commission hereby imposes a Public Reprimand 0n the licensure of
3 Bruce Beebe.
