.' 1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION 2 OF THE STATE OF OREGON 3 In the Matter of the ) STIPULATION OF FACTS 4 Teaching License of ) AND FINAL ORDER OF 5 APRIL JANENE ANSON ) REVOCATION OF LICENSURE i75 On or about September 18, 2008, the Teacher Standards and Practices Commission 8 (Commission) received a report indicating that April Janene Anson (Anson) may have engaged 9 in a romantic relationship with a male student following the students graduation. 10 After review of the matters alleged, Ms. Anson and the Commission agree that their 11 respective interests, together with the public interest, are best served by a stipulation to certain 12 facts and revocation of her teaching license, pursuant to ORS 342.175(3). 13 This Order sets forth the facts upon which the parties have agreed and the sanction to 14 be imposed. Ms. Anson stipulates that there are sufficient facts contained in the Commission’s 15 files and records to support the findings of fact and conclusions of law set forth below. In 16 entering into this stipulation, Ms. Anson waives the right to a hearing to contest the finding of 17 fact, conclusion of law and order set forth below. Ms. Anson understands that the Commission 18 will revoke her right to apply for a teaching license for one year. 19 This stipulation is contingent upon approval and adoption of the Order by the 20 Commission. If the Commission does not adopt this Order, neither Ms. Anson nor the 21 Commission are bound by these Stipulations and Ms. Anson retains all rights to a hearing on 22 the allegations. 23 STIPULATION 0F FACTS 24 1. The Commission has licensed Ms. Anson since August 14, 2002. Ms. Anson held an 25 Initial l Teaching License issued October 18, 2005 and valid through October 17, 2009 with 26 Language Arts endorsements valid for service at the high school level. On or about September 18, 2009 the Forest Grove School District notified the 2 Commission that Ms. Anson may have engaged in a sexual relationship with a former student 3 following the student's graduation from high school. 4 3. Ms. Anson and the male student, who was over the age of 18, both traveled 5 individually to Europe in the summer following the student's graduation from high school. The 6 two made arrangements to meet in Europe. 7 4. Ms. Anson was the male student's English teacher during his junior year of high 8 school (2006/2007). The student was part of a club during the 2007/2008 school year that Ms. 9 Anson facilitated. 1O 4. Ms. Anson and the male student engaged in a romantic relationship in Europe that 11 continued upon their return to the U.S. 12 5. This conduct constitutes Gross Neglect of Duty in violation of OAR 584-020- 23 0035(1)(b).
