l BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION 0F THE STATE OF OREGON In the Matter of the ) STIPULATION OF FACTS AND Educator License of ) FINAL ORDER OF REPRIMAND KEENEN PATRICK HOAR ) On May 9, 2016, the Teacher Standards and Practices Commission (Commission) received a report from the North Wasco County School District alleging professional misconduct on the part of licensed educator, Keenen Patrick Hoar (Hoar), After review of the matters alleged, Hoar and the Commission agree that their respective interests, together with the public interest, are best served by a stipulation to certain facts and the imposition of a public reprimand. By signing below, Hoar acknowledges, understands, stipulates, and agrees to the following: (i) he has been fully advised of his rights to notice and a hearing to contest the findings of fact, conclusions of law, and order set forth below, and fully and finally waives all such rights and any rights to appeal or otherwise challenge this Stipulation of Facts and Final Order of Reprimand (Stipulation and Final Order); (ii) this Stipulation and Final Order is a public document and disclosed to the public upon request by the Commission; (iii) this Stipulation and Final Order is contingent upon and subject to approval and adoption by the Commission. If the Commission does not approve and adopt this Stipulation and Final Order, then neither Hoar nor the Commission are bound by the terms herein; (iv) he has fully read this Stipulation and Final Order, and understands it completely; (v) he voluntarily, without any force or duress, enters into this Stipulation and Final Order and consents to issuance and entry of the Stipulated Final Order below; (vi) he states that no promise or representation has been made to induce him to sign this Stipulation and Final Order; and (vii) he has consulted with an attorney regarding this Stipulation and Final Order and has been fully advised with i regard to his rights thereto, or waives any and all rights to consult with an attorney prior to entering into this Stipulation and Final Order and issuance and entry of the Stipulated Final Order below. ; STIPULATION 0F FACTS i 1. Keenen Patrick Hoar has been licensed by the Commission since January 6, 2003. Hoar’s Professional Teaching License, with endorsements in English Language Arts (PK-12) and Social Studies (PK-12), is valid from November 3, 2016 through Page 1 STIPULATION OF FACTS AND FINAL ORDER OF REPRIMAND- KEENEN PATRICK HOAR November 26, 2021. During all relevant times, Hoar was employed by the North Wasco County School District. 2. On May 9, 2016, the Commission received a school district report alleging Hoar exhibited inappropriate conduct in the classroom; specifically, that Hoar used profanity and other inappropriate comments directed towards and/ or in the presence of students. Subsequent investigation determined that district officials received complaints from the school’s counseling staff advising that they had received multiple complaints from students related to Hoar’s conduct. Specifically, that on or about April 13, 2015, while addressing a disruptive classroom about respect, Hoar said something similar t0 “If we were surfers out on a break, I would punch you in the flicking face.” Hoar also inappropriately discussed his upcoming vasectomy reversal surgery to questioning students. This included telling students it was because Hoar’s “stupid ex-wife” didn’t want children and Hoar described the surgery as “ifs a surgery on the male anatomy. I t’s where they re-attach the baby making parts” or words to that effect. Involved students described feeling threatened, intimidated and uncomfortable by Hoar’s conduct. The district issued Hoar a written reprimand and required Hoar to complete an anger management course and counseling, both of which Hoar has successfully completed. Hoar’s conduct constitutes gross neglect of duty in violation of ORS 342.175(1)(b); OAR 584-020-oo4o(4)(n) as it incorporates OAR 584-020-001o(1) (Recognize the worth and dignity 0f all persons and respect for each individual), OAR Page 2 STIPULATION 0F FACTS AND FINAL ORDER OF REPRIMAND- KEENEN PATRICK HOAR 584-02o-0010l5) (Use professional judgment), OAR 584-020-oo3o(2)(b) (Skill in communicating with administrators, students, stafi‘, parents, and other patrons); and OAR 584-020-0040(4)(o) as it incorporates, OAR 584-020-0035(1)(c)(D) (Honoring appropriate adult boundaries with students in conduct and conversations at all times). The Commission’s authority to impose discipline in this matter is based upon ORS 342.175. ORDER Based on the foregoing, the Commission hereby orders as follows: 1. The Commission adopts and incorporates herein the above findings of fact and conclusions of law, and based thereon, imposes a Public Reprimand on Keenen Patrick Hoar’s Oregon educator license(s).
