1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION 2 OF THE STATE OF OREGON 3 In the Matter of the ) STIPULATION OF FACTS AND 4 Teaching License of ) FINAL ORDER OF SUSPENSION 5 MATTHEW DEEN ) f73 On May 21, 2007, the Teacher Standards and Practices Commission (Commission) 8 received a report indicating possible inappropriate conduct by Matthew Deen (Deen), a teacher 9 in the Eagle Point (formerly Jackson County) School District. 10 After review of the matters alleged, Mr. Deen and the Commission agree that their 1 1 respective interests, together with the public interest, are best served by a stipulation to certain 12 facts and the imposition of a thirty (30) day suspension. 13 By signing below, Mr. Deen acknowledges, understands, stipulates, and agrees to the 14 following: (i) he has been fully advised of his rights to notice and a hearing to contest the 15 findings of fact, conclusions of law, and order set forth below, and fully and finally waives all 16 such rights and any rights to appeal or otherwise challenge this Stipulation of Facts and Final 17 Order of Suspension (Stipulation and Final Order); (ii) this Stipulation and Final Order is a public 18 document and disclosed to the public upon request by the Commission; (iii) this Stipulation and 19 Final Order is contingent upon and subject to approval and adoption by the Commission. If the 20 Commission does not approve and adopt this Stipulation and Final Order, then neither Mr. Deen 21 nor the Commission are bound by the terms herein; (iv) he has fully read this Stipulation and 22 Final Order, and understands it completely; (v) he voluntarily, without any force or duress, 23 enters into this Stipulation and Final Order and consents to issuance and entry of the Stipulated 24 Final Order below; (vi) he states that no promises or representation has been made to induce 25 him to sign this Stipulation and Final Order; and (vii) he has consulted with an attorney 26 regarding this Stipulation and Final Order and has been fully advised with regard to his rights 27 thereto, or waives any and all rights to consult with an attorney prior to entering into this 28 Stipulation and Final Order and issuance and entry of the Stipulated Final Order below. Mr. Deen currently 3 holds an Initial ll Teaching License, with an endorsement in Multiple Subjects, issued 4 July 30, 2006 and valid through July 29, 2009. Mr. Deen submitted an application on 5 July 23, 2009 to renew his license. 6 2. In the spring of 2004, while employed by the Jackson County School District, Mr. Deen's 7 principal gave Mr. Deen her computer password so that he could use it for educational 8 purposes.
