l . 1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION l 2 OF THE STATE OF ORFBON E 3 In the_Matt_er of the ) STIPULATION OF FACI‘ S, l 4 Teaching License of ) AND FINAL ORDER 5 TIMOTHY EDGAR BOWMAN ) OF REPRIMAND I ‘6/ 0n August 4, 2009, the Teacher Standards and Practices Commission (Commission) i 8 received a report from the Gervais School District, indieating that Timothy Edgar Bowman ; 9 (Bowman) forged the names of two coaches on their evaluations. l 1 O After review of the matters alleged, Bowman and the Commission agree that their H i 1 1 respective interests, together with the public interest, are best served by a stipulation to certain 12 facts and imposition of a Public Reprimand upon his teashing license. 1 3 This document sets forth the facts upon which the parties have agreed and the stipulated v 14 sanction to be imposed. Bowman stipulates that there is suflicient evidence in the Commission’s ' 1 5 files and records to support the findings of fact, conclusions of law, and order set forth below. i 16 Bysigning below, Bowman acknowledges, understands, stipulates, andagreos to the i 1 7 following: (i) he has been fu]ly advised of his rights to notice and a hearing to contest the I 18 findings of fact, conclusions of law, and order set forth below, and fully and finally waives all 1 9 such rights and any rights tn appeal or otherwise challenge this Stipulation of Facts, Order of i 20 Reprimand (Stipulation and Final Order); (ii) this Stipulation and Final Order is a public 21 document and disclosed to the public upon request by the Commission; (iii) this Stipulation and l 22 Final Order is contingent upon and subject to approval and adoption by the Commission. The Commission has licensed Timothy Bowman since March 24, 2005. Bowman holds an _ 9 Initial I Teaching license issued November 16, 2008 and valid through November 15, 2011 1 O with an endorsement in Social Studies and authorized to teach high school. During all 1 1 relevant times, Bowmanwas ernployedbythe Gervais School District. ' l 12 2. In addition to his teaching duties Bowman also served as Athletic Director at Gervais High i. 13 School. Nearthe end of the 2008/2009 school year Bewman failed to obtain signatures on 1 14 two coaches’ annual evaluations. Alter discussing the contents of the evaluations with each l 15 coach, and unsuccessfully attempting to meet with the coaches to obtain their signatures on 16 the evaluations, Bowman signed the coaches’ signatures for them. 1 7 3.
