é _ 1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION 2 OF THE STATE 0F OREGON 3 In the Matter of the ) STIPULATION OF FACTS, 4 Teaching License of ) AND ORDER 0F REVOCATION 5 STACY ANN JOHNSON ) OF RIGHT TO APPLY 6 On or about December 8, 2008, the Teacher Standards and Practices Commission 7 (Commission) received a report from Eric Crane, Director, George Washington Academy in 8 Casablanca, Morocco, indicating that Stacy Johnson (Johnson) had an inappropriate 9 relationship with a male student. 10 After review of the matters alleged, Ms. Johnson and the Commission agree that their 11 respective interests, together with the public interest, are best served by a stipulation to certain 12 facts and revocation of her right to apply for a teaching license for one year. 13 This Order sets forth the facts upon which the parties have agreed and the sanction to 14 be imposed. Ms. Johnson stipulates that there are sufficient facts contained in the 15 Commission’s files and records to support the findings of fact and conclusions of law set forth 16 below. In entering into this stipulation, Ms. Johnson waives the right to a hearing to contest the 17 finding of fact, conclusion of law and order set forth below. Ms. Johnson understands that the . 18 Commission will revoke her right to apply for a teaching license for one year. 19 This stipulation is contingent upon approval and adoption of the Order by the 20 Commission. If the Commission does not adopt this Order, neither Ms. Johnson nor the 21 Commission are bound by these Stipulations and Ms. Johnson retains all rights to a hearing on 22 the allegations. 23 STIPULATION OF FACTS 24 1. The Commission has licensed Ms. Johnson since September 16, 2004. Ms. Johnson 25 was issued a Transitional Teaching License with endorsements in Language Arts and Social 26 Studies for the middle and high school levels. Said license expired on September 16, 2007. While teaching at the George Washington Academy in Casablanca, Morocco, Ms. 2 Johnson had a consensual romantic relationship with a male student. The student was over the 3 age of 18 at all times during the relationship and was 20 years old when the relationship 4 became sexual. Ms. Johnson was 26 years of age. 5 3. This conduct constitutes Gross Neglect of Duty in violation of OAR 584-020-0040(4)(f).
