5 KYLE EDMUND BUNCH ) AND REVOCATION OF LICENSURE

6 On 0r about September 10, 2012, the Teacher Standards and Practices Commission

7 (Commission) received a report from the administration of Central Catholic High School,

8 Portland Oregon, indicating that Kyle Edmund Bunch (Bunch) had violated professional

9 standards regarding student / teacher boundaries.
1O After review of the matters alleged, Bunch and the Commission agree that their
1 1 respective interests, together with the public interest, are best served by a stipulation to certain
12 facts, and the Surrender and Revocation of Bunch’s Oregon Teaching License.
1 3 This document sets forth the facts upon which the parties have agreed and the stipulated
14 sanction to be imposed. Bunch stipulates that there is sufficient evidence in the Commission’s
15 files and records to support the findings of fact, conclusions of law, and order set forth below.
16 By signing below, Bunch acknowledges, understands, stipulates, and agrees to the
17 following: (i) he has been fully advised of his rights to notice and a hearing to contest the
1 8 findings of fact, conclusions of law, and order set forth below, and fully and finally waives all
1 9 such rights and any rights to appeal or otherwise challenge this Stipulation of Facts and Final
20 Order of Revocation of Licensure (Stipulation and Final Order); (ii) this Stipulation and Final
21 Order is a public document and disclosed t0 the public upon request by the Commission; (iii)
22 this Stipulation and Final Order is contingent upon and subject to approval and adoption by the
23 Commission. If the Commission does not approve and adopt this Stipulation and Final Order,
24 then neither Bunch nor the Commission are bound by the terms herein; (iv) he has fully read
25 this Stipulation and Final Order, and understands it completely; (v) he voluntarily, without any
26 force or duress, enters into this Stipulation and Fina] Order and consents to issuance and entry
27 0f the Stipulated Final Order below; (vi) he states that no promises 0r representation has been

1 made t0 induce him to sign this Stipulation and Final Order; and (vii) he has consulted with an
2 attorney regarding this Stipulation and Final Order and has been fully advised with regard t0 his
3 rights thereto, or waives any and all rights to consult with an attorney prior to entering into this
4 Stipulation and Final Order and issuance and entry 0f the Stipulated Final Order below. In
5 entering into this stipulation, Bunch waives the right to a hearing to contest the findings of fact,
6 conclusions of law and order set forth below.
7 STIPULATION OF FACTS
8 1. The Commission has licensed Bunch since May 19 2011. Bunch currently holds an Initial
9 I Teaching License issued May 19, 2011, with endorsements in Biology (HS ML) and
1O Multiple Subjects (MDLVL), which expires on April 15, 2015. During all relevant times,
1 1 Bunch was employed by Central Catholic High School, a private school located in
12 Portland Oregon.
13 2. On September 1o, 2012, the Commission received a complaint from the administration
14 of Central Catholic High School indicating Bunch may have committed acts which
15 constitute gross neglect 0f duty. Subsequent investigations determined that during 2011 -
16 2012, Bunch engaged in the following behaviors: Employed students t0 work on his
17 private residence. Bunch engaged in verbal conduct of a sexual nature with students. The
18 verbal conduct included having conversations with students regarding the students’
19 sexual activities and sharing Bunch’s own sexual stories with students.

1 CONCLUSION OF LAW
2 Kyle Edmund Bunch engaged in inappropriate communications with a student. This
3 conduct constitutes Gross Neglect of Duty in violation of OAR 584-020-oo4o(4)(n) as it
4 incorporates OAR 584-020-001o(5) (Use professional judgment) ; OAR 584-020-oo4o(4)(o) as
5 is incorporates OAR 584-020-0035(1)(b) (Refrain from exploiting professional relationships
6 with any student for personal gain, or in support of persons or issues), OAR 584-020-
7 0035(1)(c)(A) (Not demonstrating or eJQJressing professionally inappropriate interest in a
8 student's personal life), and OAR 584-020-0035(1)(c)(D) (Honoring appropriate adult
9 boundaries with students in conduct and conversation at all times).

12 ORDER
13 The Commission adopts the above Stipulation of Facts, accepts the surrender of, and
14 revokes the Initial I Teaching License of Kyle Edmund Bunch.
