8 0n or about May 9, 2009 Emma Wood was referred for investigation by the

9 Teacher Standards and Practices Commission (Commission) regarding charter school
1 O registration.
1 1 After review of the matters alleged, Wood and the Commission agree that their
1 2 respective interests, together with the public interest, are best served by a stipulation to
13 certain facts and the imposition of a reprimand.
1 4 By signing below, Wood acknowledges, understands, stipulates, and agrees to the
1 5 following: (i) she has been fully advised of her rights to notice and a hearing to contest
1 6‘ the findings of fact, conclusions of law, and order set forth below, and fully and finally i
1 7 waives all such rights and any rights to appeal or otherwise challenge this Stipulation of
1 8 Facts and Final Order (Stipulation and Final Order); (ii) this Stipulation and Final Order
1 9 is a public document and disclosed to the public upon request by the Commission; (iii)

‘ 20 this Stipulation and Final Order is contingent upon and subject to approval and adoption
21 by the Commission. If the Commission does not approve and adopt this Stipulation and
22 Final Order, then neither Wood nor the Commission are bound by the terms herein; (iv)
23 she has fully read this Stipulation and Final Order, and understands it completely; (v)
24 she voluntarily, without any force or duress, enters into this Stipulation and Final Order
25 and consents to issuance and entry of the Stipulated Final Order below; (vi) she states
26 that no promise or representation has been made to induce her to sign this Stipulation
27 and Final Order; and (vii) she has consulted with an attorney regarding this Stipulation
28 and Final Order and has been fully advised with regard to his rights thereto, or waives

1 any and all rights to consult with an attorney prior to entering into this Stipulation and
2 Final Order and issuance and entry of the Stipulated Final Order below.
3 STIPULATION OF FACTS
4 1. Ms. Wood received an Emergency Teaching License on April 20, 2009. That license
5 expired on July 15, 2009. At all times material herein, Ms. Wood was employed by the
6 Portland Village Charter School.
7 2. Ms. Wood was hired to teach at the Portland Village Charter School for 2008-09 school
8 year. She began her employment in October 2008. Ms. Wood did not apply for charter
9 school registration or obtain a charter school registration before beginning employment.
10 Her employer provided Ms. Wood with the registration application forms after she began

23 1. By engaging in the conduct in paragraphs 2, , Ms. Wood engaged in gross neglect of duty
24 in violation of ORS 342.175(1)(b);OAR 584-020-0040(4)(r)(knowingly working without
25 a license), OAR 584-020-oo4o(4)(n) as it incorporates OAR 584-020-0010(5) (Use
26 professional judgment).

1 The Commission’s authority to impose discipline in this matter is based upon ORS
2 342.175.

4 . ORDER
5 Based on the foregoing, Emma K. Wood is hereby reprimanded.
