7 On March 31, 2010, the Commission received a complaint alleging that Erik Lee
8 Anderson (Anderson) had violated professional standards by teaching without a proper
9 license or charter school registry.
1 0 After review of the matters alleged, Anderson and the Commission agree that
1 1 their respective interests, together with the public interest, are best served by a
1 2 stipulation to certain facts and the imposition of a public reprimand.
‘ 1 3 By signing below, Anderson acknowledges, understands, stipulates, and agrees to
i 14 the following: (i) he has been fully advised of his rights to notice and a hearing to contest
1 5 the findings of fact, conclusions of law, and order set forth below, and fully and finally
16 waives all such rights and any rights to appeal or otherwise challenge this Stipulation of
17 Facts and Final Order of Reprimand (Stipulation and Final Order); (ii) this Stipulation
18 and Final Order is a public document and disclosed to the public upon request by the
19 Commission; (iii) this Stipulation and Final Order is contingent upon and subject to
20 approval and adoption by the Commission. Ifthe Commission does not approve and
21 adopt this Stipulation and Final Order, then neither Anderson nor the Commission are
22 bound by the terms herein; (iv) he has fully read this Stipulation and Final Order, and
23 understands it completely; (v) he voluntarily, without any force or duress, enters into
24 this Stipulation and Final Order and consents to issuance and entry of the Stipulated
25 Final Order below; (vi) he states that no promise or representation has been made to
26 induce him to sign this Stipulation and Final Order; and (vii) he has consulted with an
27 attorney regarding this Stipulation and Final Order and has been fully advised with
28 regard to his rights thereto, or waives any and all rights to consult with an attorney prior
29 to entering into this Stipulation and Final Order and issuance and entry of the Stipulated
30 Final Order below.
31 STIPULATION OF FACTS
32 1. Erik Lee Anderson has been licensed by the Commission since December 16, 2009.
33 Anderson’s Initial Teaching License, with endorsements in Multiple Subjects and Social
34 Studies, was issued on December 16, 2009, and expired on June l6, 2011. Anderson had
35 submitted for renewal prior to his expiration but on August 30, 20] i, withdrew his

1 application. Anderson’s license was “expiration pended" rmtil his withdrawal During all
2 relevant times, Anderson was employed by the Knappa School District
3 2. On September 7, 2009, Anderson was hired as a teacher in the Knappa School District
4 This position required a teaching license. Anderson served in this position from
5 September 7, 2009 through December 16, 2009, without an Oregon teaching license. The
6 Knappa School District had advised Anderson that they would submit the required
7 paperwork t0 expedite his application but failed to do so. Anderson made attempts to
8 check on the status of his application with TSPC but was only able to learn that his
9 application was being processed.
1 O 3. Anderson had been licensed in the State of Washington at the time and made an
3 1 1 incomplete application to TSPC for Oregon Licensure on September 11, 2009. Anderson
1 12 and the Knappa School District failed to make complete application for a period of
i 13 approximately three months. Anderson was hired on a Friday and asked to start teaching
l 14 the following Monday. Additionally, Anderson had to relocate during the same time
l 1 5 period. Once Anderson was made aware of the error, he promptly remedied the problem.

27 license, from September 7, 2009, until December 16, 2009. 'lhis conduct constitutes
28 gross neglect of duty in violation of ORS 342.175 (1)(b); OAR 584-0200040(4)(n) as it
29 incorporates OAR 584-020-er05) (Use pmfessimal judgment); OAR 584-020-
30 oo40(4)(o) as it incorporates OAR 584-020-0035(2)(a) (Apply for, accept, ofler, or
31 assign a position of responsibility only on the basis of professional qualifications, and i

6 The Commission adopts and incorporates herein the above findings of fact and
7 conclusions of law, and based thereon, imposes a Public Reprimand on Erik Lee
1 8 Anderson’s Initial Teaching license. ‘
