8 On February 1, 2011, the Teacher Standards and Practices Commission (Commission)
9 issued a Notice of Opportunity for Hearing to Jennifer Louise Corbin (Corbin) in which the
10 Commission charged her with Gross Neglect of Duty pursuant to OAR 584-020-0040(4)(n),
11 OAR 584-020-0010(5), OAR 584—020-0040(4)(o), OAR 584-020-0035(2)(a), OAR 584-020-
12 0040(4)(r). The Notice was sent via U.Si First Class Mail and U.S. Certified Mail Receipt 7010
13 0290 0001 6831 2035 to the address on file with the Commission. The Certified Mail was
14 returned to the Commission, marked as Unclaimed. The regular mail was not returned to the
15 Commission. The Notice of Opportunity of Hearing, dated February 1, 2011, and signed by
16 Victoria Chamberlain, Executive Director, stated:
17 “IF A REQUEST FOR HEARING IS NOT RECEIVED WITHIN THIS 21-DAY
18 PERIOD, YOUR RIGHT TO A HEARING SHALL BE CONSIDERED WAIVED
19 UNLESS YOUR FAILURE TO REQUEST A HEARING WAS BEYOND YOUR
20 REASONABLE CONTROL. IF YOU DO NOT REQUEST A HEARING OR IF YOU
21 FAIL TO APPEAR AT A HEARING, THE COMMISSION WILL ADOPT AN ORDER
22 OF DEFAULT WHICH MAY INCLUDE THE REVOCATION OR SUSPENSION OF
23 YOUR LICENSE OR OTHER DISCIPLINE.”

25 Corbin did not request a hearing. The Commission, therefore, finds Corbin to be in default and
26 enters the following findings of fact, conclusions of law and order, based on the files and records
27 of the Commission concerning this matter.
28 FINDINGS OF FACT
29 1. The Commission has licensed Jennifer Louise Corbin as a teacher in Oregon since
3O Augist 19, 2010. Corbin’s current Charter School Registry, issued on November 2,
31 2010, is valid until November 2, 2013. During all relevant times Corbin was employed at
32 the Arthur Charter School.

1 2. The Commission received information from Corbin’s employer that she taught Physical
2 Education beginning September 5, 2008. Corbin taught for approximately one year and
3 seven months without a license or Charter School Registry.
4 CONCLUSIONS 0F LAW
5 Jennifer Louis Corbin served without proper licensure for approximately one year and
6 seven months. This conduct constitutes gross neglect of duty in violation of ORS 342.175(1)(b);
7 OAR 584-020-0040(4)(n) as it incorporates OAR 584-020-0010(5) (Use professional judgment),
8 OAR 584-020-0040(4)(o) as it incorporates OAR 584-020-0035(2)(a) (Apply for, accept, offer,
9 0r assign a position of responsibility only 0n the basis of professional qualifications, and will
10 adhere to the conditions 0f a contract or the terms of the appointment); and OAR 584-020-
11 0040(4)(r)(Knowingly working without a license).
12 The Commission’s authority to impose discipline in this matter is based upon ORS
13 342.175.
14 FINAL ORDER
15 The Commission hereby imposes a Public Reprimand upon the licensure of Jennifer
16 Louise Corbin.
