The notice was sent via U.S. First Class Mail and U.S. 14 Certified Mail Receipt Z 294 5B6 817. The certified mail receipt was signed and dated 15 by Randall Lipkin on October 16, 2000. The Notice of Opportunity for Hearing signed by 16 David V. Myton, Executive Director, stated: . 17 “You, Randall Scott Lipkin, are entitled to a hearing on the proposed 18 action of the Commission. If you want a hearing, you must file a written 19 request for a hearing with the Commission within 21 days of the date of 20 this notice." Q 21 Based on the foregoing, the Commission finds Mr. Lipkin in default and such 22 default is hereby entered.
