BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION OF THE STATE OF OREGON In the Matter of the ) Teaching License of ) DEFAULT ORDER RACHEL PATTEN ) SUSPENDING LICENSE l On January 9, 1997 the Teacher Standards and Practices Commission issued a Basic Teaching License endorsed in elementary to Rachel Patten, contingent upon clearance of the fingerprint cards submitted with her application. Ms. Patten's fingerprint cards were rejected by the Oregon State Police or the FBI. Ms. Patten has been notified at least twice by U.S. Certified Mail--Return Receipt Requested and U.S. First Class Mail that new prints are required for resubmission. TSPC’s notifications were returned with the notation”Moved, No Forwarding Address,” however, a check of Department of Motor Vehicle Records indicate the same address in TSPC’s licensure file for Patten. . FINDINGS OF FACT 1. Rachel Patten has applied for licensure and was issued a Basic Teaching License pending clearance of fingerprints by the Oregon State Police and FBI. 2. TSPC informed Ms. Patten by U.S. Certified Mail--Return Receipt Requested and U.S. First Class Mail that her fingerprint cards had been rejected. The Commission provided at least 21 days for the applicant to respond. j 3. Pattenhas not responded to TSPC notices requesting resubmission of fingerprint cards and the TSPC mailings have been returned with the notation, “Moved, No Forwarding Address.” Under OAR 584-50-042, license holders are required to notify the Commission of changes of address within 90 days of such change. Patten has not notified TSPC of her change of address. CONCLUSIONS OF LAW Refusal to be fingerprinted is grounds for denial of licensure under ORS 342.223(2). ORDER The Commission suspends the Basic Teaching License #286546, issued to Rachel Patten, , for failure to comply with fingerprint requirement.
