CORINNA ALICE GIBSON ) AND PROBATION
On or about May 26, 2015, the Teacher Standards and Practices
Commission (Commission) received a report from the Medford School District
indicating that Corinna Gibson (Gibson) was suspected of violating District
Policies and Professional Standards.
After review of the matters alleged, Gibson and the Commission agree that
their respective interests, together with the public interest, are best served by a
stipulation to certain facts, the imposition of a public reprimand of her Oregon
educator license, followed by four (4) years of probation.
By signing below, Gibson acknowledges, understands, stipulates, and
agrees to the following: (i) she has been fully advised of her rights to notice and a
hearing to contest the findings of fact, conclusions of law, and order set forth
below, and fully and finally waives all such rights and any rights to appeal or
otherwise challenge this Stipulation of Facts and Final Order of Reprimand and
Probation (Stipulation and Final Order); (ii) this Stipulation and Final Order is a
public document and disclosed to the public upon request by the Commission;
(iii) this Stipulation and Final Order is contingent upon and subject to approval
and adoption by the Commission. If the Commission does not approve and adopt
this Stipulation and Final Order, then neither Gibson nor the Commission are
bound by the terms herein; (iv) she has fully read this Stipulation and Final
Order, and understands it completely; (v) she voluntarily, without any force or v
duress, enters into this Stipulation and Final Order and consents to issuance and
entry of the Stipulated Final Order below; (vi) she states that no promise or
representation has been made to induce her to sign this Stipulation and Final
Order; and (vii) she has consulted with an attorney regarding this Stipulation and
Final Order and has been fully advised with regard to her rights thereto, or
waives any and all rights to consult with an attorney prior to entering into this

Stipulation and Final Order and issuance and entry of the Stipulated Final Order
below. Gibson understands that the probation will be subject to specific terms
and conditions.

STIPULATION OF FACTS

1. The Commission has licensed Corinna Gibson since July 8, 1985. Gibson’s
Basic Teaching License, with an endorsement in Basic Music (019), is valid
from June 3, 2014, through June 2, 2017. During all relevant times,
Gibson was employed by the Medford School District.

2. On May 26, 2015, the Commission received information from the Medford
School District indicating Gibson may have committed acts which
constitute gross neglect of duty. Investigation determined that on April 6,
2015, co-workers of Gibson’s, employed at Hendrick Middle School,
reported to the administration that Gibson appeared to be under the
influence of alcohol on school grounds. Co-workers described Gibson as
smelling strongly of alcohol, and having glassy eyes. School administrators
escorted Gibson to a testing facility where Gibson participated in a
breathalyzer test. Gibson’s first test results indicated a Blood Alcohol

Content (BAC) of .141, and a second test performed 15 minutes later
indicated a BAC of .144. Gibson was placed on leave while an investigation
was conducted, and on May 22, 2015, Gibson resigned her employment by
separation agreement. Gibson immediately sought treatment and
successfully completed an intensive outpatient program on July 14, 2015.
Gibson remains active in her recovery and has been reportedly sober since
entering treatment.

CONCLUSION OF LAW
On April 6, 2015, Gibson was working under the influence of alcohol while
on duty and on school property as described above. This conduct constitutes
gross neglect of duty in violation of ORS 342.175(1)(b); OAR 584-020-0040(4)(n)
as it incorporates OAR 584-020-001o(5) ( Use professional judgment), OAR 584-
020-0025(2)(e) (Using district lawful and reasonable rules and regulations);
and OAR 584-020-0040(4)(g) (Appearing on duty or at any district-sponsored
activity while under the influence of alcohol or any controlled substance).
The Commission’s authority to impose discipline in this matter is based
upon ORS 342.175.
ORDER
The Commission hereby adopts and incorporates herein the above findings of
fact, conclusions of law, and based thereon hereby imposes a Public Reprimand
on Corinna Gibson’s Oregon educator license upon adoption of this order.
Furthermore, the Commission shall impose four (4) years of probation
upon Gibson to commence the date of adoption of this order and subject to the
following terms and conditions of probation:
1. Gibson will continue to participate in all post treatment
recommendations and recovery programs related to her sobriety.
2. Gibson will comply with the Standards for Competent and Ethical
Performance of Oregon Educators under Oregon Administrative Rules
Chapter 584, Division 020.
Violation of any term or condition of probation shall constitute an independent
basis for the Commission to otherwise impose discipline, up to and including
revocation of Gibson’ teaching license, after first providing Gibson with notice
and opportunity for hearing.
