BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION OF THE STATE OF OREGON 2 In the Matter of the ) STIPULATION OF FACTS AND 3 Teaching License of ) ORDER OF SURRENDER AND 4 MARJORIE JANE BUSH~ ) REVOCATION 5 On or about September 2S, 1997, the Teacher Standards and 6 Practices Commission (Commission) issued a Notice of Opportunity 7 for Hearing to Marjorie Jane Bush (Bush) in which the Commission 8 proposed to suspend or revoke her Oregon teaching license or to i 9 impose other discipline under ORS 342.177. The basis for the 10 proposed action was Bush's alleged misconduct including theft, 11 making false statements on Commission Form C-l, and submitting a 12 forged Professional Educational Experience Report Form (PEER). 3 ‘ v The Commission and Bush have now reviewed the matters 15 alleged and have agreed that their respective interests, together 16 with the public interest, are best served by entering an Order of 17 Surrender of License and Revocation of License based upon the 18 following_Stipulation of Facts. In entering this Stipulation, 19 Bush waives her right to a hearing. This agreement sets forth 20 the facts upon which the parties have agreed including the 21 Commission's Order of Surrender and Revocation of Bush's teaching 22 license. 23 FINDINGS OF FACT 24 Bush agrees and stipulates that evidence in the record 25 exists to support the following Findings of Fact by the ‘S Commission: _ AGE 1 -STIPULATION OF FACTS AND ORDER 0F SURRENDER AND REVOCATION DEPARTMENTOFIUSflCE ' HflCmenaNE SflzrmOmgmmlO . 1 1. On or about July 31, 1992, Bush was convicted of Theft 2 II in Benton County District Court. _ 3 2. On or about January 8, 1997, Bush was convicted of 4 misdemeanor negotiating a bad check in Lake Oswego Municipal 5 Court. 6 3. On or about June 5, 1997, Bush was convicted of felony 7 Theft I in Multnomah County Circuit Court. 8 4. On June 6, 1997, Bush completed a C-l Application Form 9 for renewal of her license and failed to disclose her prior 10 criminal convictions. 11 5. The PEER form that was submitted by Bush on June 6 along 12 with the C-l Application contained a signature allegedly from 13 Mike Furrer, the Hillsboro Assistant Superintendent. Mr. Furrer ‘ 14 reviewed the signature and denied it is his. Bush does not admit 15 forging Mr. Furrer's signature. Because there are other 16 stipulations that warrant revocation, it is unnecessary for the 17 Commission to resolve this allegation. 18 6. Bush has been diagnosed as having a serious mental 19 illness that contributed to her misconduct described above. Bush 20 acknowledges that her mental illness does not forgive her 21 misconduct. However, she believes it is mitigating. Bush has 22 made a commitment to treatment for her mental illness and is 23 hopeful of a successful outcome. 24 7. Upon completion of her treatment, Bush may seek to 25 obtain her teaching license.
