HAMPTON ) AND ORDER OF REPRIMAND g ) 8 On or about November 14, 2001, the Teacher Standards and Practices I 9 Commission (Commission) received a complaint from Robert MacCoone, a patron of 1O Sweet Home School District alleging that William A. Hampton (Hampton), 1 1 Superintendent for Sweet Home School District violated Standards for Competent and 12 Ethical Performance of Oregon Educators. Robert MacCoon alleged that on November 13 5, 2002, at 4:17 p.m., he and his son, a student, witnessed Mr. Hampton standing in . 14 the parking lot of the Sweet Home School District Office, looking through the scope of a 15 rifle. 16 Mr. Hampton fully cooperated with the Commission’s investigation. After review 17 of the matters alleged, Mr. Hampton and the Commission agree that their respective 18 interests, together with the public interest, are best served by a stipulation to certain 19 facts and the imposition of a Public Reprimand. ' 20 This Order sets forth the facts upon which the parties have agreed and the 21 sanction to be imposed. In entering into this stipulation, Mr. Hampton waives the right 22 to a hearing to contest the finding of fact, conclusion of law and order set forth below. 23 This stipulation is contingent upon approval and adoption of the Order by the 24 Commission. Mr. Hampton holds a Standard Administrative License valid until May 31, 5 2006, with Standard Superintendent and Standard Administrator Endorsements. The 6 Commission has continually licensed Mr. Hampton since June 1, 1969. The 7 Commission previously disciplined Mr. Hampton by Reprimand dated September 23, 8 1999. 9 2. On November 5, 2002, a school board member contacted Mr. Hampton in the 1O parking lot of the Sweet Home School District Office and invited him to take a look a 11 new rifle he received as a gift. Mr. Hampton took the unloaded rifle in hand, raised it to . 12 his shoulder and looked through the scope. 13 3. The Commission’s 5 authority to impose discipline in this matter is based upon ORS 342.175(1)(b) . 6 ORDER 7 The Commission imposes a Public Reprimand on Mr. Hampton.
