1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION 2 OF THE STATE OF OREGON 3 In the Matter of the ) 4 Teaching License of ) STIPULATION OF FACTS 5 GARY ALLEN THOMPSON ) AND ORDER OF REPRIMAND 3 l g 8 On or about February 4, 2002, the Teacher Standards and Practices 9 Commission (Commission) received a report from Linda Yoesel, Personnel Director of 1O Cascade School District indicating that Gary Allen Thompson (Thompson) violated 11 Standards for Competent and Ethical Performance of Oregon Educators by bringing a 12 female referee into the boy's locker room at Cascade High School where male students 13 were showering and dressing. 14 Mr. Thompson fully cooperated with the Commission's investigation. After review 15 of the matters alleged, Mr. Thompson and the Commission agree that their respective 16 interests, together with the public interest, are best served by a stipulation to certain 17 facts and the imposition of a Public Reprimand. 18 This Order sets forth the facts upon which the parties have agreed and the 19 sanction to be imposed. In entering into this stipulation, Mr. Thompson waives the right 20 to a hearing to contest the finding of fact, conclusion of law and order set forth below. 21 This stipulation is contingent upon approval and adoption of the Order by the 22 Commission. If the Commission does not adopt this Order, neither Mr. Thompson nor 23 the Commission are bound by these Stipulations and Mr. Thompson retains all rights to 24 a hearing on the allegations. 25 /// Page 1 STIPULATION OF FACTS AND ORDER OF REPRIMAND - THOMPSON ' 1 STIPULATION OF FACTS 2 1. Mr. Thompson holds a Standard Administrative License with a Standard 3 Administrator Endorsement issued April 28, 1999, valid through May 13, 2004. 4 2. Mr. Thompson has been employed as a vice principal/athletic director for the 5 Cascade School District since September of 1993. 6 3. On January 29, 2002, during half-time of a basketball game, Mr, Thompson 7 brought a female referee into the coaches’ office inside the boy’s locker room while the 8 wrestling team was showering and changing. 9 4. When a student and the Assistant Wrestling Coach reported that they were 10 uncomfortable and requested that the female referee be removed, Mr. Thompson 11 denied their request. ' 12 5. The Commission's authority to impose 2 discipline in this matter is based upon ORS 342.175(1)(b). 3 ORDER § 4 The Commission imposes a Public Reprimand on Mr. Thompson.
