9 On June 13, 2007, the Teacher Standards and Practices Commission (Commission) issued a
10 Notice of Opportunity for Hearing to William Arthur Knudsen (Knudsen) in which the Commission
11 charged him with conviction of the Federal crimes of Knowingly Receiving Child Pornography, 18
12 USC § 2252(A)(2) and 2252A(b)(1); and Knowingly Possessing Child Pornography, 18 USC §
13 2252A(a)(5)(B) . The Notice was sent via U.S. First Class Mail and U.S. Certified Mail Receipt 7006
14 0810 0001 4602 1749 to the address obtained by the Commission. The U.S. First Class Mail was
15 stamped and returned to the Commission by Inmate Systems Management, Federal Detention Center
16 on June 15, 2007. The Notice oi Opportunity of Hearing, dated June 13, 2007, and signed by Victoria
17 Chamberlain, Executive Director, stated:
18 "You, William Arthur Knudsen, are entitled to a hearing on the proposed action of the
19 Commission. If you want a hearing, you must file a written request for a hearing with
20 the Commission within 21 days of the date of this notice. Attached to this notice is a
21 copy of the procedures, right of representation and other rights of parties relating to the
22 conduct of a hearing as required under ORS 183.413(2).”

24 Mr. Knudsen did not request a hearing. The Commission, therefore, finds
25 Mr. Knudsen to be in default and enters the following findings of fact, conclusions of law and
2t) order, based on the files and records of the Commission concerning this matter.
27 FINDINGS 0F FACT
28 1. Mr. Knudsen has been licensed by the Commission since January 31, 1990. The
29 Commission issued Mr. Knudsen a Standard Personnel Service License on April 13, 2006, valid until
30 April 12, 2011, with a Standard Counselor Endorsement.
31 2. Mr. Knudsen began employment with Reynolds School District in 1990.
32 3. On or about June 4, 2007, Mr. Knudsen was convicted of Knowingly Receiving Child
33 Pornography, 18 USC § 2252(A)(2) and 2252A(b)(1) in U.S. District Court.

I 4. On or about June 4, 2007, Mr. Knudsen was convicted of Knowingly Possessing Child
2 Pornography, 18 USC § 2252A(a)(5)(B) in U.S. District Court.
3 CONCLUSIONS OF LAW
4 Mr. Knudsen’s conviction of the Federal crime of Knowingly Receiving Child Pornography, 18
5 USC § 2252(A)(2) and 2252A(b)(1); and Knowingly Possessing Child Pornography, 18 USC §
6 2252A(a)(5)(B) constitutes Gross Unfitness as defined in OAR 584-020-0040(5)(c). The Commission
7 has the authority to impose discipline in this matter under ORS 342.120 through 342.430 and OAR
8 Chapter 584.
9 FINAL ORDER
10 The Commission adopts and incorporates herein the above findings of fact and conclusion of
11 law, and based thereon, hereby revokes the Standard Personnel Service License issued to William
12 Arthur Knudsen.
