O 1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION 2 OF THE STATE OF OREGON 3 In the Matter of the ) STIPULATION OF FACTS 4 Teaching License of ) AND 5 ROGER L, WOEHL ) ORDER OF REPRlMAND 6 On October 12, 2004, the Teacher Standards and Practices Commission (Commission) 7 received information in the form of a newspaper article published in the Ogonian indicating 8 that Roger L‘ Woehl (Woehl) may have violated Standards by using public office tor the financial 9 gain of a relative. 10 Mr. Woehl fully cooperated with the Commission's investigation. After review of the 11 matters alleged, Mr, Woehl and the Commission agme that their respective interests, together 12 with the public interest, are best served by a stipulation to certain facts and an imposition of a 13 Public Reprimand, 14 This Order sets forth the facts upon which the parties have agreed and the sanction to 15 be imposed Mr, Woehl stipulams that there are sufflcient facts contained in the Commission’s ’ 16 files and records to support the findings of fact and conclusions ot law set forth below‘ ln 17 entering into this stipulation, Mr. Woehl waives the right to a hearing to contest the findings of 18 fact, conclusions of law and order set forth below. 19 This stipulation is contingent upon approval and adoption of the Order by the 20 Commission. it the Commission does not adopt this Order, neither Mr. Woehl nor the 21 Commission are bound by these stipulations, and Mr. Woehl retains all rights to a hearing on 22 the allegations. ‘ 5 23 STIPULATION OF FACTS ' 24 1r Mr. Woehl has been licensed by the Commission since June 1, 1993. Mr. Woehl , 25 currently holds a Standard Administrative License issued October 22, 2002, valid until 26 October 6, 2007, with a Standard Superintendent Endorsement. On July 23, 2003, Mr. Woehl, sewing as Superintendent of West LinnNViIsonville 4 School District, entered the school district into a contract to pay for the personal services of his 5 stepson, Lee Butler, to design a website for the District. Mr. Woehl did not notify his appointing 6 authority (the West LinnNViisonviile School Board) of the nature of the actual conflict of interest 7 that arose in relation to contracting with his stepson and did not ask that the appointing authority 8 dispose of the matter. > 9 iT lS STlPULATED: 10 421M lé/ ZZZL 11 R r L. His failure constitutes Gross Neglect of Duty in violation of 21 OAR 5M-02M040(4)(n) as it incorporates OAR 584-020-0010t5).
