Teacher Standards and Practices Commission (“Commission”) on Apn'l l7, [997. and WHEREAS Charles David Goodman (“Goodmmi”) and the Commission have agreed that. he will surrender his certificate 'volutarily pursuant to OAR 584-50-027 in lieu of proceeding to a hearing, NOW‘ THEREFORE, Goodman and the Commission agree to stipulate that i’ ~ the following facts are true: l. Goodman currently holds an Oregon teacher license. 2. Goodman was employed as an elementary school teacher by Silvmon School District from 1977 until 1996. 3. in September, 1995, the Districtt directed Goodman not to contact IS. an employee oi‘ the District with whom Goodman had been romantically involved in the paSt. 4.. Despite repeated requests from IS to Goodman to cease contact with her. Goodman continued to contain IS. S. To stop the unwanted contact, on September 27, 1996, IS applied For a Stalking Protective Order. Althoogh declining at that time to issue. a formal Order, Judge Haas gave Goodman a verbal directive to cease all future contact with JS. 6. Thereafter Goodman continued his unwanted contact with IS. To stop the unwanted contact, IS filed for and received a formal Stalking Protective Order signed October 23, 1995, prohibiting Goodman from having any contact with IS. 8. In October, I995, the District disciplined Goodman For violating the September directive. 9. 0n January 22, I996, Goodman was charged with two counts of violating the Stalking Protective Order when he allegedly made telephone contact as well as visual and physical contact with lS. 10. On February l3, i996, Goodman pleaded guilty to the charge of violation of a Stalking Protective Order, based on his telephone contact with IS‘ Goodman was sentenced to 24 months of supervised probation, required to pay a fine of $245, and ordered to have no contact with ‘IS or her family. l1. Goodman subsequently resigned from employment with the District, effective at. the end of the 1995-96 school year. l2. Had this matter proceeded to a hearing, substantial evidence exists for the Commission to find as follows; . ( I) that Goodman has continued to contact JS, despite the terms of his probation. and (2) that the facts supporting the conviction and other intervening circtunstances are substantially related to Goodman's fitness to serve as a teacher. l3.
