9 On April 14, 2006, the Teacher Standards and Practices Commission (Commission)
10 issued a Notice of Opportunity for Hearing to Alan J. Coorts (Coorts) in which the Commission
11 charged him with conviction of crimes listed in ORS 342.143(3). The Notice was sent via U.S.
12 First Class Mail and U.S. Certified Mail Receipt #7005 0390 0005 5794 9184 to the address
13 obtained by the Commission. The U.S. Certified Mailing receipt was signed by Lola Sierra,
14 agent for Coffee Creek Correctional Facility, and returned to the Commission on April 19, 2006.
15 The Notice of Opportunity of Hearing, dated April 14, 2006, and signed by Victoria Chamberlain,
16 Executive Director, stated:
17 “You, Alan J. Coorts, are entitled to a hearing on the proposed action of the

Q Commission. If you want a hearing, you must file a written request for a hearing
with the Commission within 21 days of the date of this notice. Attached to this
20 notice is a copy of the procedures, right of representation and other rights of
21 parties relating to the conduct of a hearing as required under ORS 183.413(2).”

23 Mr. Coorts did not request a hearing. The Commission, therefore, finds
24 Mr. Coorts to be in default and enters the following findings of fact, conclusions of law
25 and order, based on the files and records of the Commission concerning this matter.
26 FINDINGS 0F FACT
27 1. Mr. Coorts was originally licensed by the Commission on August 27, 2001. .
28 Mr. Coorts currently holds an Initial Teaching License issued January 22, 2003, valid until
29 October 26, 2006, with a Special Education Endorsement.
30 2. Mr. Coorts began employment with Salem-Keizer School District as a licensed
31 teacher on August 27, 2002. On April 15, 2005, Mr. Coorts resigned in lieu of termination.

1 3. On March 13, 2006, in the Circuit Court of the State of Oregon for the County of
. Marion Alan J. Coorts was convicted of: .
3 Custodial Interference 2, ORS 163.245 (three counts);
4 Sexual Abuse 1, ORS 163.427; and
5 Sexual Abuse 3, ORS 163.415 ,
6 4. The court sentenced Mr. Coorts to 75 months in a corrections facility, 45 months ‘
7 Post Prison Supervision, and ordered to him to pay Fines/Fees/Restitution as Ordered. 1
s CONCLUSIONS OF LAW l
9 Mr. Coorts’ convictions for Sexual Abuse 1, ORS 163.427 and Sexual Abuse 3, ORS ‘
10 163.415, are listed in ORS 342.143(3). The Commission is required to revoke the Initial ‘
11 Teaching License issued to Mr. Coorts and revoke his right to apply for a license pursuant to i
12 ORS 342.175(2). ‘
13 Mr. Coorts’ conviction for Custodial Interference 2, ORS 163.245 constitutes Gross
14 Unfitness in violation of OAR 584-020-0040(5)(c). The Commission's authority to impose
. discipline in this matter is based upon ORS 342.175.
16 ORDER
17 The Commission hereby revokes the Initial Teaching License issued to Alan J. Coorts
18 and revokes his right to apply for a teaching license.
