9 On June 9, 2006, the Teacher Standards and Practices Commission (Commission) issued a
10 Notice of Opportunity for Hearing to Adrienne Lee Raymond (Raymond) in which the Commission
11 charged her with misconduct under ORS 342.175. The Notice was sent via U.S. First Class Mail and
12 U.S. Certified Mail Receipt 7005 1160 0001 0494 2512 to the address obtained by the Commission.
13 The certified mail receipt was signed at the Yamhill County Corrections Facility and returned to the
14 Commission on June 16, 2006. The Notice of Opportunity of Hearing, dated June 9, 2006, and

15 signed by Victoria Chamberlain, Executive Director, stated:

16 "You, Adrienne Lee Raymond, are entitled to a hearing on the proposed action of the

17 Commission. If you want a hearing, you must file a written request for a hearing with

18 the Commission within 21 days of the date of this notice. Attached to this notice is a
, copy of the procedures, right of representation and other rights of parties relating to the

conduct of a hearing as required under ORS 183.413(2).”

22 Ms. Raymond did not request a hearing. The Commission, therefore, finds
23 Ms. Raymond to be in default and enters the following findings of fact, conclusions of law and
24 order, based on the files and records of the Commission concerning this matter.
25 FINDINGS OF FACT
26 1. The Commission issued an Initial Teaching License to Ms. Raymond on
27 August 27, 2003, valid until November 9, 2006, with a Chemistry Endorsement.
28 2. Ms. Raymond was employed by the Sheridan School District teaching at Sheridan High
29 School beginning on August 26, 2003. The District placed Ms. Raymond on paid administrative leave
30 October 7, 2005. The Board voted to terminate Ms. Raymond on February 16, 2006.
31 3. On May 26, 2006, Ms. Raymond was convicted of Sodomy in the Third Degree, ORS
a 163.385 and two counts of Sexual Abuse in the Third Degree, ORS 163.415 in the Circuit Court of the

I State of Oregon for the County of Yamhill. The court sentenced Ms. Raymond to 120 days in jail and
. placed her on supervised probation for five years.

3 CONCLUSIONS OF LAW

A; Adrienne Lee Raymond's convictions for Sodomy in the Third Degree as defined by ORS

6 163.385 and Sexual Abuse in the Third Degree, as defined by ORS 163.415 are listed in ORS

7 342.143(3). The Commission is required to revoke the Initial Teaching License issued to

8 Ms. Raymond and revoke her right to apply for a license pursuant to ORS 342.175(2). The

9 Commission has the authority to impose discipline in this matter under ORS 342.120 through 342.430
10 and OAR Chapter 584.
11 FINAL ORDER
12 The Commission adopts and incorporates herein the above findings of tact and conclusions of
13 law and hereby revokes the Initial Teaching License issued to Adrienne Lee Raymond and revokes
14 her right to apply for a license.
