6 On September 17, 2007, the Teacher Standards and Practices Commission (Commission) i
7 received a report from Sandra Husk, Superintendent, Salem-Keizer School District, indicating that ‘
8 Cofoid Jeffrey High (High) failed to maintain appropriate professional student-teacher boundaries.
9 Mr. High fully copperated with the Commission's investigation. After review of the matters
10 alleged, Mr. High and the Commission agree that their respective interests, together with the public
1 1 interest, are best served by a stipulation to certain facts and a public reprimand.
12 This document sets forth the facts upon which the parties have agreed and the stipulated
13 sanction to be imposed. Mr. High stipulates that there is sufficient evidence in the Commission’s files
14 and records to support the findings of fact, conclusions of law, and order set forth below.
15 By signing below, Mr. High acknowledges, understands, stipulates, and agrees to the
16 following: (i) he has been fully advised of his rights to notice and a hearing to contest the findings of
17 fact, conclusions of law, and order set forth below, and fully and finally waives all such rights and any
18 rights to appeal or otherwise challenge this Stipulation of Facts and Final Order of Reprimand
19 (Stipulation and Final Order); (ii) this Stipulation and Final Order is a public document and disclosed to
20 the public upon request by the Commission; (iii) this Stipulation and Final Order is contingent upon
21 and subject to approval and adoption by the Commission. If the Commission does not approve and
22 adopt this Stipulation and Final Order, then neither Mr. High nor the Commission are bound by the
23 terms herein; (iv) he has fully read this Stipulation and Final Order, and understands it completely; (v)
24 he voluntarily, without any force or duress, enters into this Stipulation and Final Order and consents to
25 issuance and entry of the Stipulated Final Order below; (vi) he states that no promises or
26 representation has been made to induce him to sign this Stipulation and Final Order; and (vii) he has
27 consulted with an attorney regarding this Stipulation and Final Order and has been fully advised with
28 regard to his rights thereto, or waives any and all rights to consult with an attorney prior to entering

1 into this Stipulation and Final Order and issuance and entry of the Stipulated Final Order below. This
2 Order sets forth the facts upon which the parties have agreed and the sanction to be imposed. Mr.
3 High stipulates that there are sufficient facts contained in the Commission's files and records to
4 support the findings of fact and conclusions of law set forth below. In entering into this stipulation, Mr.
5 High waives the right to a hearing to contest the findings of fact, conclusion of law and order set forth
6 below.
7 STIPULATION OF FACTS
8 1. The Commission has licensed Mr. High since June 1, 2006. Mr. High currently holds an
9 Initial I Teaching License valid June 1, 2006, through March 31, 2010, with a Special Education

10 endorsement.

11 2. Mr. High served as a Special Education teacher at South Salem High School. Mr. High

12 resigned from his position effective August 24, 2007.

13 3. Mr. High allowed a developmentally delayed female student to live with him and his wife

14 after the student reported to High that she had no place to live. The student lived in the High

1 5 household for approximately one month.

16 4. Mr. High arranged to be named as a representative payee on the students‘ bank account to

17 assist the student in the management of her finances.

18 5. Mr. High did not report his actions to the school district or seek approval for his actions.

27 Cofoid Jeffery Highs failure to maintain an appropriate professional student-teacher

28 relationship by allowing a student to live at his home and by becoming involved in a students finances

29 is a violation of OAR 584~020~0040(4)(o) as it incorporates OAR 584-020-0035(1)(c)(A) and OAR

1 584-020-0040(4)(n) as it incorporates OAR 584-020-0010(5). (Not demonstrating or expressing
2 professionally inappropriate interest in a student's personal life) and (Use professional judgment.)
3 The Commission has the authority to impose discipline in this matter under ORS 342.120 through
4 342.430 and OAR Chapter 584.
5 FINAL ORDER
6 The Commission adopts and incorporates herein the above finding of facts, conclusions of
7 law, and based thereon, imposes a Public Reprimand on Cofoid Jeffery High. This Order shall serve
8 as the Public Reprimand. .
