1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION ' OF THE STATE OF OREGON 3 ln the Matter of the ) STIPULATION OF FACTS , 4 Teaching License of ) AND T 5 CURTIS COLLINGWOOD ) ORDER OF REPRIMAND 6 On or about January 12, 2007, the Teacher Standards and Practices Commission 7 (Commission) received a report from the West Linn-Wilsonville School District that Mr. 8 Collingwood served without proper Iicensure during the fall semester of 2006. Mr. Collingwood 9 moved from Ohio, where he held a provisional license to teach Spanish at the Kindergarten 10 through grade12 levels. 11 Mr. Collingwood fully cooperated with the Commission’s investigation. After review of 12 the matters alleged, Mr. Collingwood and the Executive Director agree that their respective 13 interests, together with the public interest, are best served by a stipulation to certain facts and a 14 public reprimand. ' This Order sets forth the facts upon which the parties have agreed and the sanction to 16 be imposed. Mr. Collingwood stipulates that there are sufficient facts contained in the 17 Commission’s files and records to support the findings of fact and conclusion of law set forth 18 below. In entering into this stipulation, Mr. Collingwood waives the right to a hearing to contest 19 the findings of fact, conclusion of law and order set forth below. 20 This stipulation is contingent upon approval and adoption of the Order by the 21 Commission. If the Commission does not adopt this Order, neither Mr. Collingwood nor the 22 Commission are bound by these Stipulations, and Mr. Collingwood retains all rights to a hearing 23 on the allegations. 24 STIPULATION OF FACTS 25 1. Mr. Collingwood holds an Ohio teaching license, issued July 2006, which expires June 26 2008, with an endorsement in Spanish. 2. Mr. Collingwood moved from Ohio to Oregon to take a job with the West-Linn Q Wilsonville School District in the fall of 2006. Page 1 STIPULATION OF FACTS AND ORDER OF REPRIMAND - COLLINGWOOD, CURTIS. I 1 3. Mr. Collingwood served with the West Linn-Wilsonville School District from September ‘ 2006 through early January 2007 without proper Oregon Iicensure. 3 4. On January 19, 2007 the Commission issued Mr. Collingwood an Emergency 4 Teaching License with endorsements in Spanish (High School and Middle Level). Said license 5 expires on May 19, 2007 6 CONCLUSION OF LAW 7 Curtis Collingwood served without proper Iicensure in violation of OAR 584-050-0030(2) 8 from September 2006 to early January of 2007. This misconduct constitutes Gross Neglect of 9 Duty.
