TEACHER STATNDARDS AND PRACTICES COMlVlISSION STATE OF OREGON In the Matter of the Teaching License of JENNIFER LEE WEISS | STIPULATION AND SURRENDER OF LICENSE The Teacher Standards and Practices Commission (Commission) issued a Notice of Opportunity for Hearing on November l4, 2002 to Jennifer Lee Weiss, proposing to revoke the Standard Teaching License of Ms. Weiss and to replace her Standard Teaching License with a Basic Teaching License. Ms, Weiss requested a hearing to contest the allegations in the Notice. Alter a review of the matters alleged, Ms. Weiss and the Commission have agreed that their respective interests, together with the public interest, are best served by a stipulation to certain facts and the entry of an order accepting the surrender of Ms, Weiss’s license, In entering into this stipulation, Ms. Weiss waives her right to a hearing and understands that the Commission will accept the surrender of her Standard Teaching License and issue to her a Basic Teaching License. This stipulation and order are contingent on approval by the full ; Commission. If the Commission does not approve this stipulation and proposed order, it is i understood that any waiver of rights by Ms. Weiss is therefore revoked. It is further understood ~ i that the statements contained in this stipulation may not be used by either the Commission or Ms. Weiss for any reason if the Commission fails to approve the stipulation and proposed order. Ms. Weiss was issued a Basic Oregon Teaching License on August 10, 1992 that was valid until February 3, 1994. 2. In the spring of 1996, Ms. Weiss applied for a Standard Teaching License, relying in part on the master degree she had obtained from LaSalle University, located in Mandeville, Louisiana. 3. On April 10, 1996, the Commission issued a Standard Teaching License to Ms. Weiss. On February 1, 2002, the Commission renewed her license as valid through February 3, 2007. 4. Thereafler, the Commission reviewed the process that it had followed in granting a Standard Teaching License to Ms. Weiss and determined that the license should not ' have been issued because LaSalle University of Louisiana is not a regionally accredited institution. 5. On November 14, 2002, the Commission informed Ms. Weiss of its position and issued a notice of its intent to rescind the earlier decision and to revoke Ms. Weiss’s Standard Teaching License. 6. Ms. Weiss has been employed as a teacher at Roseburg High School from August 1992 to the present time. 7. LaSalle University of Louisiana is not accredited by a regional accrediting association and is therefore is not an approved teacher education institution as that term is used under OAR 584-040-0005(3). Because Ms. Weiss did not obtain a masters degree from an approved teacher education institution, she has not met the requirements for a Standard Teaching License. 2. It is in the public interest for the Commission to accept the voluntary surrender of Ms. Weiss’s Standard Teaching License. ORDER ' l. The Commission accepts the voluntary surrender of Ms. Weiss’s Standard . Teaching License and rescinds ‘the issuance of the Standard Teaching License. 2. In lieu of the Standard Teaching License, the Commission issues a Basic Teaching License to Ms. Weiss. Under this license, Ms. Weiss shall be entitled to teach in all grades within his subject matter endorsement for preprimary through grade twelve. The Basic License shall be valid for a period of three years. Ms. Weiss shall have the right to renew the Basic License for three additional years if she completes 24 quarter hours of instruction from an approved teacher education institution towards the requirements for a Standard Teaching License. Upon renewal, her Basic License shall be valid for an additional period of three years.
