1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION Q OF THE STATE OF OREGON 3 In the Matter of the ) STIPULATION OF FACTS, 4 Teaching License of ) ORDER OF REPRIMAND 5 William Mark Stringer ) AND PROBATION 6 On or about October 27, 2003, the Teacher Standards and Practices Commission 7 (Commission) received a report from Dennis Carter, Superintendent, Ontario School District, 8 indicating that William Mark Stringer (Stringer) reported to Parent Teacher Conferences on 9 September 25, 2003, after consuming alcohol. 1O After review of the matters alleged, Mr. Stringer and the Commission agree that their 11 respective interests, together with the public interest, are best served by a stipulation to certain 12 facts, the imposition of a Public Reprimand and a four (4) year probation. This Order sets forth 13 the facts upon which the parties have agreed and the sanction to be imposed. Mr. Stringer 4 stipulates that there are sufficient facts contained in the Commission’s files and records to § support the findings of fact and conclusions of law set forth below. In entering into this 16 stipulation, Mr. Stringer waives the right to a hearing to contest the findings of fact, conclusion of 17 law and order set forth below. Mr. Stringer understands that the probation will be subject to 18 specific conditions. 19 STIPULATION OF FACTS 20 1. The Commission has licensed William Mark Stringer since July 1, 1976. 21 Mr. Stringer holds a Standard Teaching License valid November 1, 2004, through October 31, 22 2009, with endorsements in Standard Social Studies and Basic Language Arts. 23 2. Mr. Stringer is employed by the Ontario School District and has been since 1988. 24 There are no prior complaints or issues in his personnel file. 25 3. On September 25, 2003, a parent reported that Mr. Stringer smelled of alcohol Q 6 during Parent Teacher Conferences at Ontario High School. Mr. Stringer admitted that he Page 1 STIPULATION OF FACTS, ORDER OF REPRIMAND AND PROBATION — STRINGER consumed alcohol prior to reporting for duty, as a teacher, at Parent Teacher Conferences held Q on school property. 3 4. On June 11, 2005, Mr. Stringer completed an eight-hour alcohol education class as 4 recommended by an alcohol evaluator. 5 5. Mr. Stringer recognizes that he has a problem with alcohol. 6 William Mark Stringer, enters into this Stipulation of Facts with the knowledge that the 7 Teacher Standards and Practices Commission shall place him on probation for a period of four 8 (4) years. This Stipulation is contingent upon approval and adoption of the Order by the full 9 Commission. This misconduct constitutes Gross Neglect of Duty. The Commission’s 22 authority to impose discipline in this matter is based upon OFtS 342.175. 23 ORDER 24 The Commission adopts the above stipulation of facts and imposes a Public Reprimand 25 upon Mr. Stringer. This Stipulation of Facts, Order and Probation constitutes the Reprimand. , 26 Furthermore, the Commission imposes a four (4) year probation upon Mr. Stringer.
