i BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION OF THE STATE OF OREGON In the Matter of the Teaching License of ) ) SURRENDER OF LICENSE AND MONICA VORDERLANDWER, ) STIPULATED ORDER ) ) On or about May 23, 2000, the Teacher Standards and Practices Commission (Commission) received a report from the Salem-Keizer School District concerning Monica Vorderlandwehr (Vorderlandwehr). The report states that Ms. Vorderlandwehr was convicted of a felony. The Commission and Ms. Vorderlandwehr have now reviewed the matters alleged and ( have agreed that their respective interests, together with the public interest, are best served by \ entering into a stipulation of facts and a voluntary surrender of Ms. Vorderlandwehr’s Oregon Teaching License in accordance with OAR 584-050-0027. In entering into this stipulation, Ms. Vorderlandwehr waives her right to a hearing and understands that the Commission will accept the voluntary surrender of her license and will revoke the license. Based on the foregoing, Ms. Vorderlandwehr and the Commission stipulate as follows: 1. Ms. Vorderlandwehr holds a basic Oregon Teaching License with an endorsement in social sciences which is valid until March 10, 2001 2. On May 15, 2000 Ms. Vorderlandwehr was convicted of the crime of Escape II, a felony in Marion County District Court. She was sentenced to 24 months supervised probation, 2 days jail suspended, and a fine of $325. Page 1 - SURRENDER OF LICENSE AND STIPULATED ORDER ' 3. Ms. Vorderlandwehr had a good teaching record with the Salem-Keizer School District. Over her seven years with the District, she had good evaluations. She was recognized for her proactive efforts t0 write and obtain grants t0 begin a service learning program. For three years in a row, Ms. Vorderlandwehr‘s service learning program was awarded the Presidential Service Award. Ms. Vorderlandwehr was also a Reach Club Leader for six years as well as a Career Path leader. 4. Ms. Vorderlandwehr was placed on administrative leave on January 4, 2000 and resigned her employment with the Salem-Keizer School District on May 19, 2000. IT IS SO STIPULATED . DISCUSSION AND ORDER Ms. Vorderlandwehr’s criminal conviction constitutes sufficient grounds for the Commission to accept the voluntary surrender of her license and to revoke her teaching license. Under ORS 342.1756), any person whose license has been revoked may apply to the Commission for reinstatement after one year from the date of revocation. If Ms. Vorderlandwehr . should apply for reinstatement at some future date, the decision would lie within the discretion of Page 2 - SURRENDER OF LICENSE AND STIPULAT ED ORDER t . a ' the Commissioners who consider the matter at that time. Without limiting the discretion of future Commissioners, it is expected that Ms. Vorderlandwehr would demonstrate, at a minimum, that she has complied with all conditions of her criminal probation, that she has not engaged in any type of criminal misconduct, and that she has committed no acts which would constitute a violation of professional standards under OAR 584 Division 20. Based on the foregoing, the Commission accepts the voluntary surrender of Ms. Vorderlandwehr’s Oregon Teaching License and revokes the license.
