1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION 2 OF THE STATE OF OREGON 3 4 in the Matter of the ) STIPULATION OF FACTS AND 5 Teaching License of ) ORDER OF REPRIMAND 673 FREDERICK JOSEPH WARDE g ,8 On or about March 5, 2002, the Teacher Standards and Practices Commission 9 (Commission) received a report from Louis King, School Supervisor, Chemawa Indian School 10 reporting that Frederick Joseph Warde (Warde) engaged in inappropriate physical contact with 11 a student. The records indicate that the incident was investigated by Bureau of Indian Affairs 12 Law Enforcement. No criminal charges were filed in this matter. 13 Mr. Warde fully cooperated with the Commission's investigation. After review of the 14 matters alleged, Mr. Warde and the Commission agree that their respective interests, together 15 with the public interest, are best sewed by a stipulation to certain facts and the imposition of a = 16 Public Reprimand. This Order sets forth the facts upon which the parties have agreed and the ' 17 sanction to be imposed. In entering into this stipulation, Mr. Warde waives the right to a hearing 18 to contest the findings of fact, conclusion of law and order set forth below. 19 STIPULATION OF FACTS 2O 1. Mr. Warde holds a Substitute Teaching License with a Substitute All Levels 21 Endorsement valid until December 11, 2004. There are no prior complaints on file with the 22 Commission. 23 2. Mr. Warde is currently employed by Chemawa Indian School and has been since 24 1982. There are no prior or subsequent unreasonable physical force incidents documented in 25 his personnel file. 26 3. On or about February 8, 2002, after a basketball game, Mr. Warde grabbed a female 27 student by both arms to get her attention. Mr. Warde accepts responsibility for his behavior and acknowledges his behavior was . 2 inappropriate. 3 This stipulation is contingent upon approval and adoption of the Order by the 4 Commission.
