Ms. Hug reported on a C-1 Application for Renewal that she was 13 convicted on February 16, 2001, for Contempt of Court for failure to cooperate with a 1 14 Court Order Involving her son's aftercare program. After review of the facts in this f ‘ 15 matter, Ms. Hug and the Executive Director agree that their respective interests, 16 together with the public interests, are best served by a stipulation to certain facts. a i7 reprimand followed by a probation of two (2) years. This Order sets forth the facts upon 18 which the parties have agreed and the sanction to be imposed. in entering into this 19 stipulation, Ms. Hug waives the right to a hearing to contest the findings of fact, 20 conclusion of law and order set forth below. Ms. Hug understands that the Commission 21 will impose a two (2) year probation with specific conditions. 22 This stipulation is contingent upon approval and adoption of the Order by the 23 Commission. If the Commission does not adopt this Order, neither Ms. Hug nor the 24 Commission are bound by these Stipulations and Ms. Hug retains all rights to a hearing 25 on the allegations. 25 FINDINGS OF FACT 27 1. On or about May 5, 1997, the Commission issued a Basic Teaching License to I 28 Pamela Hug, Ms. Hug‘s Basic License expired on February 2B, 2001. 29 2. Hug is employed as an elementary school teacher for Ontario School District. The Sentencing Order dated March 14, 2001, indicates the Court ordered Hug to 8 serve 45 days in jail. 9 5. My on, Ex cutive Director Date 16 CONCLUSION OF LAW 17 Hug's criminal conviction for Contempt of Court, constitutes gross unfitness as 18 defined in OAR 580-020~0040(5)(c). 19 ORDER 20 The Commission adopts the above Findings of Fact and orders a public 21 reprimand for conviction of the crime of Contempt of Court. 22 The Commission authorizes issuance of a Basic Teaching License to Pamela 23 Joan Hug subject to all standard terms and conditions and subject to the following 24 special terms of probation: .25 1. The Commission places Ms. Hug on a two (2) year probation to commence July 13, 26 2001. The probation shall remain in effect subject to the foliowing conditions: 2 a. Ms. Hug shall conduct herseif as a law-abiding citizen; 3 b. Ms. Hug shall report in writing within ten days to the Executive Director of the 4 Commission any arrest or citation for any felony, misdemeanor, or major 5 traffic violation; and 6 c. Ms. Hug shall comply with the Standards for Competent and Ethical 7 Performance of Otegon Educators under OARI584, Division 20. 8 Violation of any of the terms of probation shall constitute an independent basis 9 for the Commission to revoke Ms. Hug's teaching license or otherwise impose 10 discipiine, after first providing Ms. Hug with notice and opportunity for hearing.
