, ' 1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION ' ~ 2 OF THE STATE OF OREGON 3 4 In the Matter of the ) 5 Teaching License of ) DEFAULT ORDER 6 STACEY CARLSON ) SUSPENDING LICENSE 7 ) 8 9 On or about September 13, 1999, the Teacher Standards and Practices Commission 10 received a complaint from Jer Pratton, Superintendent of Hermiston School District, 11 indicating that Stacey Carlson had violated her contract by failing to provide 60 days’ 12 written notice prior to resignation. Under OAR 584-050-0020, the Commission 13 informs the educator of intent to suspend the license on the basis of such complaints. 14 The Executive Director took action to notify Ms. Carlson of intent to suspend her 15 teaching license, and to inform her of her opportunity for heating by letter dated 16 October 8, 1999. The letter was sent by Certified Mail-Return Receipt Requested 17 #283 465 O76. The receipt was signed by Stacey Carlson on October 23, 1999 and 18 returned to TSPC on October 27, 1999. Ms. Carlson did not request a hearing. 19 20 FINDINGS OF FACT 21 22 l. On or about June 2, 1999 Stacey Carlson was offered a contract with the 23 Hermiston School District. Carlson signed and returned the contract to the 24 Hermiston School District for the 1999-2000 School year on or before June 12, 25 1999. . l 26 27 2. On August 18, 1999, Ms. Carlson submitted a letter of resignation and giving 28 the Hermiston School District notice of intent to resign her position as a sixth 29 grade teacher at Sandstone Middle School effective on August l8, 1999, seven 30 days prior to the first day teachers were to report for duty for the 1999-2000 31 school year. 32 33 3. Meeting in regular session on September 7, 1999, the Hermiston School Board 34 of Directors took action to seek a suspension of Stacey Carlson's Teaching 35 license for the balance of the 1999-2000 school year and accept her resignation. 36 37 4. The Hermiston School District informed TSPC of this action in a letter dated 38 September 8, 1999, requesting the suspension of Stacey Carlson's Teaching 39 license. 40 41 ULTIMATE FINDINGS OF FACT 42 43 Stacey Carlson signed an employment contract with the Hermiston School District on 44 or about June 12, 1999. Ms. Carlson submitted a letter of resignation, dated August 45 18, 1999, effective immediately. 46 . O t .
