FRIBERG ) DENIAL OF LICENSURE g ) 8 On May 30, 2003, the Teacher Standards and Practices Commission issued a Notice 9 of Opportunity for Hearing to Gordon Friberg, in which the Commission proposed to deny 10 issuance of a license under ORS 342.136 and its administrative rules implementing that legal 11 authority OAR 584-050-0006. The Notice was sent via U.S. First Class Mail and U.S. 12 Certified Mail Receipt #7002 3150 0004 3439 2353 to the address Gordon Friberg provided to 13 the Commission. The certified mail receipt was signed by G. Friberg and returned to the 14 Commission on June 4, 2003. Gordon Friberg did not request a hearing. 15 The Notice of Opportunity for Hearing, signed by Victoria Chamberlain, Executive ‘6 Director, stated: ‘7 If a request for hearing is not received within this 21-day period, your right to 18 hearing shall be considered waived unless your failure to request a hearing was 19 beyond your reasonable control. If you do not request a hearing or if you fail to 20 appear at a hearing, the Commission will uphold the denial of your application for 21 renewal of an Oregon teaching license. i: Based on the foregoing, the Commission finds Gordon Friberg in default and such 24 default is hereby entered. Based on the records and files of the Commission, the Commission 25 enters the following findings of fact, conclusions of law and order. 26 FINDINGS OF FACT 27 1. Gordon Friberg held a Transitional Administrative License and a Transitional 28 Teaching License with the Commission from February 17, 2000 to February 17, 2003. 29 2. On January 3, 2003, Gordon Friberg submitted an Application for Educator License 30 Form C-1 requesting renewal of his Administrative License. . l PAGE 1 - DEFAULT ORDER OF DENIAL OF LICENSURE—GORDON E. To qualify for an Initial Administrative License, Gordon Friberg must satisfy: a) the . recent experience requirement; b) the basic skills requirement; c) the Oregon school law and 3 finance requirement; and d) the civil rights knowledge requirement imposed by ORS 342.123. 4 CONCLUSIONS OF LAW 5 Gordon Friberg previously held a Transitional Administrative and a Transitional Teaching 6 License which is not renewable pursuant to OAR 584-060-0161. Under OAR 584-080-0011, 7 Gordon Friberg must meet the experience and academic requirements for an Initial 8 Administrative License. Gordon Friberg has not satisfied the requirements for recent 9 experience, basic skills, Oregon school law and finance, and knowledge of U.S. and Oregon 10 civil rights laws. 11 ORDER 12 The Commission denies issuance of an Initial Administrative License to Gordon Friberg. 13 , Yk. .
