‘ l BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION OF THE STATE OF OREGON In the Matter of the ) Teaching License of ) ST IPULATION, SURRENDER ) OF LICENSE AND DEFAULT ROBERT PHILIP CARWITHEN ) ORDER ) _—) WHEREAS the above-reference matter is presently scheduled for hearing before the Teacher Standards and Practices Commission (“Commission”) on Iuly 23, 1997, and WHEREAS Robert Philip Carwithen (“Carwithen”) and the Commission have agreed that he will surrender his certificate voluntarily pursuant to OAR 584-50-027 in lieu of proceeding to a hearing, (\~ j NOW THEREFORE, Carwithen and the Commission agree t0 stipulate that the following facts are true: 1. Carwithen currently holds an Oregon teacher license. 2. Carwithen was employed a teacher by Sheridan School District from 1990 until I996. 3. During the last week of April I996 in his classroom, Carwithen engaged in a conversation about sexual activities with a student which the student reasonably interpreted as a request for sexual favors. 4. Carwithen later suggested to the student that he would lose his wife and job if anyone found out about their conversation. 5.
