CURTIS ) ORDER OF REPRIMAND 6 On June 24, 2004, the Teacher Standards and Practices Commission (Commission) 7 received information indicating that Edward R. Curtis (Curtis) assigned Anthony “Shane” Cherry, 8 to teach Video Production and Drama at Central Linn Middle/High School during 2000-2001 9 academic year without proper licensure. 1O Mr. Curtis fully cooperated with the Commission's investigation. After review of the 11 matters alleged, Mr. Curtis and the Commission agree that their respective interests, together 12 with the public interest, are best served by a stipulation to certain facts, and the imposition of a 13 Public Reprimand. 4 This Order sets forth the facts upon which the parties have agreed and the sanction to Q be imposed. Mr. Curtis stipulates that there are sufficient facts contained in the Commission’s 16 files and records to support the findings of fact and conclusions of law set forth below. ln 17 entering into this stipulation, Mr. Curtis waives the right to a hearing to contest the findings of 18 fact, conclusions 0f law and order set forth below. 19 This stipulation is contingent upon approval and adoption of the Order by the 20 Commission. if the Commission does not adopt this Order, neither Mr. Curtis nor the 21 Commission are bound by these stipulations, and Mr. Curtis retains all rights to a hearing on the 22 allegations. 23 STIPULATION OF FACTS 24 1. The Commission has licensed Edward R. Curtis since July 1, 1971. 25 Mr. Curtis currently holds a Standard Administrative License issued April 24, 2002, valid until ‘3 June 8, 2007, with Standard Administrator and Standard Superintendent endorsements. While serving as Superintendent of Central Linn School District, during the 2000- 4 2001 school year, Mr. Curtis assigned Anthony “Shane” Cherry to teach Video Production and 5 Drama at Central Linn Middle/High School. Mr. Cherry instructed, evaluated and graded 6 student in his classes. 7 4. Curtis, serving as a Superintendent for Central Linn School District, 17 deliberately assigned Anthony “Shane” Cherry to teach classes at Central Linn Middle/High 18 School in violation of licensure as set forth in OAR 584-050-0030(2). This behavior constitutes 19 Gross Neglect of Duty In violation of OAR 584-020-0040(4)(i).
