OF THE STATE OF OREGON 3 In the Matter of the ) STIPULATION OF FACTS 4 Teaching License of ) AND 5 LARRY ANTHONY WILLIAMS ) ORDER OF REPRIMAND 6 On or about June 22, 2007, the Teacher Standards and Practices Commission I 7 (Commission) received a report from the Eugene School District that Mr. Williams served 8 without proper licensure from 2005 through 2007. 9 Mr. Williams fully cooperated with the Commission's investigation. After review of the 10 matters alleged, Mr. Williams and the Executive Director agree that their respective interests, 11 together with the public interest, are best sewed by a stipulation to certain facts and a public 12 reprimand. 13 This Order sets forth the facts upon which the parties have agreed and the sanction to 14 be imposed. Mr. Williams stipulates that there are sufficient facts contained in the . Commission's files and records to support the findings of fact and conclusion of law set forth 16 below. In entering into this stipulation, Mr. Williams waives the right to a hearing to contest the 17 findings of fact, conclusion of law and order set forth below. 18 This stipulation is contingent upon approval and adoption of the Order by the 19 Commission. If the Commission does not adopt this Order, neither Mr. Williams nor the 20 Commission are bound by these Stipulations, and Mr. Williams retains all rights to a hearing on 21 the allegations. 22 STIPULATION OF FACTS 23 1. Mr. Williams was employed as a Wallace Grant Intern while employed in the Eugene 24 School District with Churchill High School as a Multicultural Affairs Coordinator, and Kelly I 25 Middle School as a Wallace Grant Administrative Intern. The Wallace Grant program I 26 encourages diversity in the work force. In 2005 Mr. Williams accepted employment as an ' Assistant Principal at the Meadow View School in the Bethel School District. Mr. Williams began teaching during his Masters program at the University of Oregon ' and has completed his Administrators License Program through the University. Mr. Willaims 3 assumed because he was employed during this time he assumed he was licensed. Mr. 4 Williams’ participation in the Wallace Grant led to confusion about his licensure status. 5 3. Mr. Williams did not discover that he was not licensed until he accepted an offer of 6 employment with the Eugene School District. The Eugene School district has requested a one- 7 year Emergency Administrator's License for Mr. Williams. Teacher Standards and Practices Commission 17 CONCLUSION 0F LAW 18 Larry Anthony Williams served without proper licensure in violation 0f OAR 584050- 19 0030(2) from 2005 to 2007. This misconduct constitutes Gross Neglect of Duty. The 20 Commission's authority to impose discipline in this matter is based upon ORS 342.175. 21 ORDER 22 The Commission hereby adopts the above findings of fact and imposes a Public 23 Reprimand upon the Licensure of Larry Anthony Williams.
