8 On March 21, 2003, the Teacher Standards and Practices Commission issued a

9 Notice of Opportunity for Hearing to Elizabeth Erin Adair, in which the Commission proposed
10 to deny issuance of a license under ORS 342.143 and its administrative rules implementing
11 that legal authority OAR 584-050-0006(2). The Notice was sent via U.S. First Class Mail and
12 U.S. Certified Mail Receipt #7001 0320 0005 0740 4768 to the address Ms. Adair provided to
13 the Commission. The certified mail receipt was signed by Ms. Adair and returned to the
14 Commission on April 1, 2003. Elizabeth Erin Adair did not request a hearing.
15 The Notice of Opportunity for Hearing, signed by Victoria Chamberlain, Executive

. 1 Director, stated:
17 If a request for hearing is not received within this 21-day period, your right to
18 hearing shall be considered waived unless your failure to request a hearing was
19 beyond your reasonable control. If you do not request a hearing or if you fail to
20 appear at a hearing, the Commission will uphold the denial of your application for
21 an Oregon teaching license.

23 Based on the foregoing, the Commission finds Elizabeth Erin Adair in default and such
24 default is hereby entered. Based on the records and files of the Commission,’ the Commission
25 enters the following findings of fact, conclusions of law and order.
26 FINDINGS OF FACT
27 1. On or about February 20, 2003, TSPC received an Application for Educator License
28 Form C-1 signed by Elizabeth Erin Adair along with additional documentation to apply for a
29 Transitional Teaching License at the Elementary School Level.

1 2. On May 4, 2002, Ms. Adair received a Bachelor of Science Degree from Bob Jones
2 University in Greenville, South Carolina. The Bob Jones University is not a regionally
3 accredited institution with the Southern Association of Schools and Colleges.

5 CONCLUSIONS 0F LAW
6 Part of the necessary education requirements for a Transitional Teaching License is a
7 bachelor's degree 0r higher from a regionally accredited institution orthe approved foreign
8 equivalent of such degree related to teaching at one or more levels in one or more specialties.
9 According to TSPC records, the Bob Jones University is not a regionally accredited institution.
10 Therefore, Ms. Adair has not satisfied the academic or education requirements established by
11 OAR 584-060-0161 for a Transitional Teaching License.

.4 The Commission denies issuance of licensure to Elizabeth Erin Adair.
