8 On June 19,2008, the Teacher Standards and Practices Commission (Commission) issued a
9 Notice of Opportunity for Hearing to Govan Longstreet Tribble (Tribble) in which the Commission
10 charged Tribble with misconduct under ORS 342.177. The Notice was sent via U.S. First Class Mail
11 and U.S. Certified Mail Receipt 7006 2760 0000 1638 5377 to the address Mr. Tribble obtained by the
12 Commission. The U.S. First Class Mail Receipt was returned to the Commission on June 25, 2008
13 signed by K. Cobian. The Notice of Opportunity of Hearing, dated June 19, 2008, and signed by
14 Victoria Chamberlain, Executive Director, stated:
15 "You, Govan Longstreet Tribble, are entitled to a hearing on the proposed action of the
16 Commission. If you want a hearing, you must file a written request for a hearing with
17 the Commission within 21 days of the date of this notice. Attached to this notice is a
18 copy of the procedures, right of representation and other rights of parties relating to the
19 conduct of a hearing as required under ORS 183.413(2).“

21 Mr.Tribee did not request a hearing. The Commission, therefore, finds Mr. Tribble to
22 be in default and enters the following findings of fact, conclusions of law and order, based on I
23 the tiles and records of the Commission concerning this matter. ‘
24 FINDINGS 0F FACT
25 1. On January 10, 2007, Tribble was convicted of 3rd Degree Assault, a Class C felony in
26 Jackson County Circuit Court. The conviction stems from a December 10, 2005 incident,
27 when Tribble shot a man in the home of his estranged wife. This conduct constitutes gross
28 unfitness in violation of OAR 584-020-0040(3)(a).

29 2. On January 10, 2007, Tribble was convicted of Coercion, a Class C felony in Jackson County ,
30 Circuit Court. The conviction stems from a December 10, 2005 incident, when Tribble ordered ‘
31 a man, at gun point, out of the home of his estranged wife. This conduct constitutes gross ,
32 unfitness in violation of OAR 584-020-0040(3)(a). ‘

1 CONCLUSIONS OF LAW
2 Mr. Tibble’s convictions of 3"’ Degree Assault, and Coercion, both Class C felonies constitute
3 gross unfitness in violation of ORS 342.175(1)(a) and OAR 584-020-0040(3)(a).
4 ORDER
5 The Commission hereby revokes Govan Longstreet Tribble’s right to apply for a teaching
6 license.
7 IT IS SO ORDERED this £2 day of August, 2008.
