Davis, Superintendent. Klemath County School 9 District. reporting that Ralph Frederick King (King) was disciplined by the District for engaging in 10 sexuaiiy harassing conduct directed at students. 11 On or about September 19, 2002, the Commission received a second report from 12 Superintendent David J. Davis. alleging that Mr. King removed the glossaries from twenty-one 13 textbooks. 14 After review of the matters alleged. Mr. King and the Commission agree that their '5 respective interests, together with the public interest, are best served by a stipulatlon to certain 16 facts and the imposition of a Public Reprlmand. 17 This Onder sets forth the facts upon which the parties have agreed and the sanction to 18 be imposed. Mr. lfing stipulates that there are sufficient facts contained in the Commission's _ 19 files and moords to support the findings of fact and conclusions of law set forth below. In i 20 entering into this stipulation, Mr. King waives the right to a hearing to contest the finding of fact. 21 conclusion of law and order set forth below. 22 This sfiputation is contingent upon approval and adoption of the Order by the 23 Commission. Mr. King currently holds a Standard Teaching License issued December 10, 2002. 3 valid until November 18; 2007. 4 2. Mr. IGng is employed as a teacher for Gilchrist High School, Klamalh County School 5 District. He began his employment with the District in August of 1983. 6 3. During the 2001-02 school year, Mr. King asked a female student hcrw she was going 7 to '...spread her legs. .‘ to get into a pickup truck during a classroom discussion and on another 8 separate octasion King commented on the same student's attire and told her '. . .she looked like 9 a bar dancer.’ King also asked the same student to explain an autobiography that be'gan, 'l am 1 O 16 and really experienced.’ King suggested to the student that the student's statement referred 1 1 to sexual behavior. 12 4. In September of the 2002 school year. lGng used a razor blade to cut the glossaries I 13 out of twenty-one (21) new Holt American Government textbooks. Mr. King's destructive 23 behavior with reference in district owned textbooks is a violation 0f OAR 584-02041040(4)(e). 24 This misconduct constitutes Gross Neglect of Duty.
