1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION 2 OF THE STATE OF OREGON 3 4 In the Matter of the ) 5 Teaching 81, Personnel Service Licenses of ) DEFAULT ORDER 6 PERRY RICHMOND ) REVOKING LICENSES 7 ) 8 9 On March 13, 2000, the Teacher Standards and Practices Commission (Commission) 10 issued a Notice of Opportunity for Hearing to Perry Richmond in which the 11 Commission proposed to suspend or revoke the teaching and personnel service l2 licenses of Perry Richmond or otherwise impose discipline under ORS 342.177 based 13 on his false statements on his application for Oregon licensure regarding arrests and l4 convictions and the fact that his California credential had been revoked based upon 15 conviction. The notice was sent via U.S. First Class Mail and U.S. Certified Mail 16 Receipt #Z 204 897 145, which was signed by Richmond on March 17, 2000 and l7 returned to TSPC on March 20, 2000. Mr. Richmond did not request a hearing. 18 19 FINDINGS OF FACT 20 . 21 l. On or about June 15, 1998, Richmond made false statements on his 22 Application Form C-l for an Oregon Teaching License by answering “no” to 23 character questions two and nine. On April 13, 1998 Richmond had been 24 arrested in Costa Mesa, California on charges of Solicit a Lewd Act and 25 Loitering to Solicit Lewd Act. 26 Z7 On or about September 14, 1998, Richmond was convicted of the crime of PC 28 647(A) Solicit Lewd Act and PC 647(D) Loiter to Solicit Lewd Act in Superior 29 Court, Orange County, California. 30 31 3.
