OF THE STATE OF OREGON In the Matter of the ) Teaching License of ) SURRENDER OF LICENSE AND KURTIS PAUL HANNEMAN ) ORDER OF REVOCATION ) On January 22, 1997, Kurtis Paul Hanneman entered into a Settlement Agreement with Salem-Keizer School District for resignation in lieu of dismissal. As a condition of the said Agreement, Hanneman surrendered his Teaching License to TSPC on February 3, 1997 . FINDINGS OF FACT 1. Kurtis Paul Hanneman holds a Basic Teaching License endorsed in Elementary and valid from September 22, 1994 to October 21, 1997. 2. Hanneman was employed in Salem-Keizer School District from 1985 to November 1995 as an elementary teacher. At the time of his suspension in November 1996, he was teaching grades 6-8 at Houck Middle School. 3. Hanneman became a subject in a nationwide undercover police investigation of the North American Boy/ Man Love Association (NAMBLA) when he addressed the general membership conference in Seattle, Washington on or about November 4, 1995. In that speech, Hanneman stated that he was a teacher in ( ‘ Salem-Keizer School District. 4. During August 1996, Hanneman communicated both by E-mail and over the telephone with undercover ofiicer Tom Polemus, Fairfax County (Virginia) Police Department. In these exchanges, Hanneman made statements about his activities which, if proven, would constitute grounds for revoking his Oregon Teaching License. 5. On 0r about August 27, 1996, the Salem Police Department informed Salem- Keizer School District of the undercover investigation of Hanneman's activities within NAMBLA. Hanneman was suspended with pay. On October l7, 1996, Hanneman was served with notice by the District of intent to dismiss. 6. Hanneman entered into a Settlement Agreement with Salem-Keizer School District on January 22, 1997. As a condition of said Settlement Agreement, Hanneman surrendered his Oregon Teaching License to TSPC on or about February 3, 1997. 7. Under OAR 584-50-027, the Commission may permit an educator to voluntarily surrender a license prior to its expiration date if TSPC finds that such action is in the best interest of the public. i’ .
