1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION 1 OF THE STATE OF OREGON 3 4 In the Matter of the ) 5 Teaching License of ) DEFAULT ORDER 6 RONALD ERNEST REHLING ) REVOKING RIGHT TO APPLY 7 ) FOR LICENSURE 8 9 On October 29, 2001, the Teacher Standards and Practices Commission (Commission) 10 received a newspaper article from The Oregonian indicating that Ronald Ernest Rehling (Rehling) 11 was arrested for sex crimes involving girls at TuaIatin Valley Junior Academy, Conference of 12 Seventh-Day Adventists. The Executive Director took action to notify Rehling of intent to revoke 13 his license, and to inform him of his opportunity for hearing. The notice was sent via U.S. First 14 Class Mail and U.S. Certified Mail Receipt 7001 0320 0005 0740 8667. The certified mail receipt 15 was signed and dated on August 12, 2002. The Notice of Opportunity of Hearing, dated 16 August 9, 2002, and signed by Victoria Chamberlain, Executive Director, stated: ' "You, Ronald Ernest Rehling, are entitled to a hearing on the proposed 18 action of the Commission. If you want a hearing, you must file a written 19 request for a hearing with the Commission within 21 days of the date of this 20 notice. Attached to this notice is a copy of the procedures, right of 21 representation and other rights of parties relating to the conduct of a 22 hearing as required under ORS 183.413(2)." 23 24 Mr. Rehling did not request a hearing. The Commission, therefore, finds 25 Mr. Rehling to be in default and enters the following findings of fact, conclusions of law 26 and order, based on the files and records of the Commission concerning this matter. 27 FINDINGS 0F FACT 28 1. Ronald Ernest Rehling has been licensed by TSPC since July 1, 1970. On July 26, 29 1995, the Commission issued a Standard Teaching License to Ronald Ernest Rehling, the license 30 expired on May 23, 2001. ‘ / PAGE 1 — DEFAULT ORDER REVOKING RIGHT TO APPLY FOR LICENSURE - REHLING l l l l 1 2. On June 10, 2002, Ronald Ernest Rehling was convicted of: Rape Il, ORS 163.365; '2 Sex Abuse l, ORS 163.427; Sex Abuse ll, ORS 163.425; and three counts of Sex Abuse lll, ORS 3 163.415, in the Circuit Court of the State of Oregon for Washington County. The court sentenced 4 Mr. Rehling to serve 27 years in jail and ordered to pay a monetary obligation of $38,000. 5 3. The convictions listed above were the result of Mr. Rehling’s relationships with 6 students attending Tualatin Valley Junior Academy, Conference of Seventh-Day Adventists. 7 CONCLUSIONS OF LAW 8 The crimes of Rape Il, ORS 163.365; Sex Abuse l, ORS 163.427; Sex Abuse ll, ORS 9 163.425; Sex Abuse lll, ORS 163.415 are listed in ORS 342.143(3). The Commission is required 10 to revoke Ronald Ernest Rehling’s right to apply for licensure pursuant to ORS 342.175(2). 11 ORDER 12 The Commission hereby revokes Ronald Ernest Rehling’s right to apply for a teaching 3 license.
