OF THE STATE OF OREGON 3 In the Matter of the ) STIPULATION OF FACTS 4 Teaching License of ) AND 5 Douglas Daron Piquette ) ORDER OF REPRIMAND g On or about September 24, 2002, the Teacher Standards and Practices Commission 8 (Commission) received a report from Stephen Barrett, Acting Superintendent, Springfield Public 9 Schools, indicating that Douglas Daron Piquette (Piquette) admitted to drinking alcohol at a 1O district sponsored event. 11 Mr. Piquette fully cooperated with the Commission's investigation. After review of the 12 matters alleged, Mr. Piquette and the Commission agree that their respective interests, together 13 with the public interest, are best served by a stipulation to certain facts and the imposition of a 14 Public Reprimand. 15 This Order sets forth the facts upon which the parties have agreed and the sanction to ' be imposed. Mr. Piquette stipulates that there are sufficient facts contained in the 17 Commission's files and records to support the findings of fact and conclusions of law set forth 18 below. In entering into this stipulation, Mr. Piquette waives the right to a hearing to contest the 19 finding of fact, conclusion of law and order set forth below. 20 This stipulation is contingent upon approval and adoption of the Order by the 21 Commission. If the Commission does not adopt this Order, neither Mr. Piquette nor the 22 Commission are bound by these Stipulations and Mr. Piquette retains all rights to a hearing on 23 the allegations. 24 STIPULATION OF FACTS , 25 1. Mr. Piquette holds a Standard Teaching License valid until November 8, 2005. There 26 are no previous complaints on file with the Commission. 27 2. Mr. Piquette is employed by Springfield Public Schools as a teacher and a basketball . coach at Thurston High School. 1 Page 1 STIPULATION OF FACTS AND ORDER OF REPRIMAND - PIQUE'I'I'E ‘ 1 3. In June of 2002, Mr. Piquette attended a District sponsored basketball camp at g ‘ Gonzaga University as a coach. While attending this District sponsored event Mr. Piquette 3 consumed alcohol at the coaches’ barbecue. 4 4. Mr. Piquette accepts responsibility for his behavior, and acknowledges that this 5 behavior was inappropriate. 6 CONCLUSION OF LAW 7 Mr. Piquette violated OAR 584-020-0040(4)(g) by appearing on duty and attending a 8 District sponsored activity while under the influence of alcohol at a basketball camp at Gonzaga 9 University in June of 2002. This misconduct constitutes Gross Neglect of Duty.
