1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION 2 OF THE STATE OF OREGON 3 4 In the Matter of the ) DEFAULT ORDER OF 5 Teaching License of ) LICENSE REVOCATION AND 6 RONALD ROSS BRIDGE ) REVOCATION OF RIGHT TO APPLY 7 ) FOR LICENSE 8 9 On November 13, 2007, the Teacher Standards and Practices Commission (Commission) 10 issued a Notice of Opportunin for Hearing to Ronald Ross Bridge (Bridge) in which the Commission 11 charged him with conviction of a crime listed in ORS 342.143(3). The Notice was sent via U.S. First 12 Class Mail and U.S. Certified Mail Receipt 7006 0810 0001 4602 2036 to the address obtained by the I3 Commission. The U.S. First Class Mail was signed by Mr. Bridge and returned to the Commission on 14 November 16, 2007. The Notice of Opportunity of Hearing, dated November 13, 2007, and signed by 15 Victoria Chamberlain, Executive Director, stated: 16 "You, Ronald Ross Bridge, are entitled to a hearing on the proposed action of the 17 Commission. If you want a hearing, you must file a written request for a hearing with 18 the Commission within 21 days of the date of this notice. Attached t0 this notice is a 19 copy of the procedures, right of representation and other rights of parties relating to the 20 conduct of a hearing as required under ORS 183.413(2)." 21 22 Mr. Bridge did not request a hearing. The Commission, therefore, finds 23 Mr. Bridge to be in default and enters the following findings 0f fact, conclusions of law and 24 order, based on the files and records of the Commission concerning this matter. 25 FINDINGS 0F FACT 26 1. Mr. Bridge has been licensed by the Commission since June 18, 1985. The Commission 27 issued Mr. Bridge a Basic Teaching License on September 3, 2006, valid until September 2, 2009, 28 with a Basic Elementary Endorsement. 29 2. On June 29, 2007, in the Circuit Court of the State of Oregon for Polk County, Mr. Bridge 30 plead guilty to Public lndecency. This conviction constitutes gross neglect of duty in violation of OAR 31 584-020-0040(1)(r) and ORS 163.465, Public lndecency. 32 /// 33 // / 1 - DEFAULT ORDER OF LICENSE REVOCATION AND REVOCATION OF RIGHT TO APPLY FOR LICENSE - BRIDGE I CONCLUSIONS 0F LAW 2 Mr. Bridge’s conviction of Public lndecency, ORS 163.465 is listed in ORS 342.143(3).
