RENNIE ) OF RIGHT TO APPLY 6 On May 15, 2002, the Teacher Standards and Practices Commission (Commission) 1 7 received a report from Bob Siebum, Director of Human Resources, Roseburg Public Schools 1 8 indicating that David S. Rennie (Rennie) engaged in an inappropriate relationship with a student 9 at Roseburg High School. 1 1O After review of the matters alleged, Mr. Rennie and the Commission agree that their 1 11 respective interests, together with the public interest, are best served by a stipulation to certain 1 12 facts and revocation of his right to apply for a teaching license. 1 13 This Order sets forth the facts upon which the parties have agreed and the sanction to 1 14 be imposed. Mr. Rennie stipulates that there are sufficient facts contained in the Commission’s 1 Q) files and records to support the findings of fact and conclusions of law set forth below. In I 16 entering into this stipulation, Mr. Rennie waives the right to a hearing to contest the finding of 17 fact, conclusion of law and order set forth below. Mr. Rennie understands that the Commission I 18 will revoke his right to apply for a teaching license. 19 This stipulation is contingent upon approval and adoption of the Order by the 1 20 Commission. lfthe Commission does not adopt this Order, neither Mr. Rennie nor the 1 21 Commission are bound by these Stipulations and Mr. Rennie retains all rights to a hearing on I 22 the allegations. 23 STIPULATION OF FACTS 24 1. The Commission has licensed Mr. Rennie from August 20, 1998 to February 1, 2004. 25 The Commission issued a Basic Teaching License endorsed in Basic Integrated Science to Mr. 26 Rennie on January 29, 2001, valid through February 1, 2004. O Page 1 STIPULATION OF FACTS AND ORDER OF REVOCATION OF RIGHT TO APPLY - RENNIE 1 2. Mr. Rennie began teaching at Freemont Middle School, Roseburg Public Schools on .2 August 25, 1998. Mr. Rennie resigned his position on June 13, 2002. 3 3. Mr. Rennie failed to maintain an appropriate student-teacher relationship and 4 engaged in sexual contact with, CC, a female student attending Roseburg High School during 5 the 2001-2002 school year. 6 4. On May 17, 2005, Mr. Rennie pled “No Contest” to the charge that he violated ORS 7 166. 065. On May 18, 2005, Mr. Rennie was convicted of ORS 166.065, Harassment “Touching 8 the Intimate Parts of Another Person" (committed on or about February 16, 2002) in Douglas 9 County Circuit Court. The court sentenced Mr. Rennie to 24 months supervised probation and 10 he was ordered to report to Douglas County Jail for 1O days (Mr. Rennie served several days 11 under “house arrest" in Douglas County but was not incarcerated in the Douglas County Jail). 12 In addition to general terms of probation, Mr. Rennie must refrain from contact with minor 13 females and may not frequent any place where minors are likely to congregate without prior '1 written approval from the probation officer. 15 IT IS SO STIPULATED: 16 foam @210 war 17 ' . Rennie engaged in sexual conduct with a female student in violation of OAR 23 584-020-0040(4)(f). This misconduct constitutes Gross Neglect of Duty. Mr. Rennies 24 conviction for Harassment “Touching the Intimate Parts of Another Person", ORS 166.065, 25 constitutes Gross Unfitness pursuant to OAR 584-020-0040(5)(e) and OAR 584-020-0040(5)(c). 26 The Commission's authority to impose discipline in this matter is based upon ORS 342.175. 1 ‘ /// 1 Page 2 STIPULATION OF FACTS AND ORDER OF REVOCATION OF RIGHT TO APPLY - RENNIE 1 1 ORDER Q The Commission adopts the above Stipulation of Facts and revokes the right of David S. 3 Rennie to apply for an Oregon Teaching License pursuant to ORS 342.175(3).
