1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION ‘3 OF THE STATE OF OREGON 4 In the Matter of the ) STIPULATION OF FACTS 5 Teaching License of ) AND ORDER OF REVOCATION 6 PAULETTE ANNE ARNESON ) OF RIGHT TO APPLY 7 On October 22, 2002, the Teacher Standards and Practices Commission (Commission) 8 received a report from Mike Furrer, Executive Director of Personnel, Hillsboro School District 9 reporting, “possible misconduct" by Paulette Anne Arneson (Arneson), a substitute teacher. 10 After review of the matters alleged, Ms. Arneson and the Commission agree that their 11 respective interests, together with the public interest, are best served by a stipulation to certain 12 facts and a revocation of her right to apply for a teaching license. 13 This Order sets forth the facts upon which the parties have agreed and the sanction to 14 be imposed. Ms. Arneson stipulates that there are sufficient facts contained in the 15 Commission's files and records to support the findings of fact and conclusions of law set forth ‘ below. ln entering into this stipulation, Ms. Arneson waives the right to a hearing to contest the 17 findings of fact, conclusions of law and order set forth below. 1 18 This stipulation is contingent upon approval and adoption of the Order by the 19 Commission. If the Commission does not adopt this Order, neither Ms. Arneson nor the j 20 Commission are bound by these Stipulations and Ms. Arneson retains all rights to a hearing on 21 the allegations. 22 STIPULATION OF FACTS 23 1. The Commission issued Ms. Arneson a Basic Teaching License with a Basic 24 Elementary Endorsement on August 29, 2000, this license expired on August 2, 2003. 0P 2% ‘ . . 2. Ms. Arneson served as a substltute teacher 27 for the district during the 2002-2003 school year. . 3. This misconduct constitutes Gross Neglect of Duty. Paulette Anne 12 Arneson engaged in acts constituting criminal conduct as defined in OAR 584-020-0040(5)(d) 13 and OAR 584-020-0040(5)(e). This conduct constitutes Gross Unfitness.
