1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION 2 OF THE STATE OF OREGON i In the Matter of the ) DEFAULT ORDER OF 5 Teaching License of ) REVOCATION OF 6 JASON HENRY NORTON ) RIGHT TO APPLY FOR A LICENSE g On September 5, 2007, the Teacher Standards and Practices Commission (Commission) 9 issued a Notice of Opportunity for Hearing to Jason Henry Norton (Norton) in which the Commission IO charged him with conviction of a crime listed in ORS 342.143(3). The Notice was sent via U.S. First 11 Class Mail and U.S. Certified Mail Receipt 7006 0810 0001 4602 1909 to the address Mr. Norton 12 provided to the Commission. The U.S. First Class Mail was signed by Mr. Norton and returned to the 13 Commission on September 13, 2007. The Notice of Opportunity of Hearing, dated September 5, 14 2007, and signed by Victoria Chamberlain, Executive Director, stated: 15 "You, Jason Henry Norton, are entitled to a hearing on the proposed action of the 16 Commission. If you want a hearing, you must file a written request for a hearing with 17 the Commission within 21 days of the date of this notice. Attached to this notice is a 18 copy of the procedures, right of representation and other rights of parties relating to the 19 conduct of a hearing as required under ORS 183.413(2)." 3(1) Mr. Norton did not request a hearing. The Commission, therefore, finds 22 Mr. Norton to be in default and enters the following findings of fact, conclusions of law and 23 order, based on the files and records of the Commission concerning this matter. 24 FINDINGS OF FACT 25 1. Mr. Norton has been licensed by the Commission since August 20, 2004. The 26 Commission issued Mr. Norton a Restricted Transitional Teaching License on August 20, 2004, with a 27 Communication Disorder Endorsement, restricted to Tigard-Tualatin School District. Said license 28 expired August 20, 2007. 29 2. 0n or about December 21, 2005, Mr. Norton was convicted of Contributing to the Sexual 30 Delinquency of Minor, ORS 163.435 and on July 9, 2007, of Attempted Sexual Abuse in the Second 31 Degree, ORS 1614052D in the Circuit Court of the State of Oregon tor Multnomah County. 32 /// 33 /// 1 — DEFAULT ORDER OF REVOCATION OF RIGHT TO APPLY — NORTON l 1 CONCLUSIONS OF LAW l 2 Mr. Norton's conviction of Contributing to the Sexual Delinquency of Minor, ORS 163.435, is ‘ 3 listed in ORS 342.143(3). Mr. Norton was also convicted of Attempted Sexual Abuse in the Second I 4 Degree, ORS 1614052D. The Commission is required to revoke Mr. Norton's right to apply for a 5 license pursuant to ORS 342.175(2).
