BRIGHT ) ORDER OF REVOCATION 6 On or about December 9, 2005, the Teacher Standards and Practices Commission 7 (Commission) received a report from John Lahley, Superintendent, Sutherlin School District, 8 indicating that Isaac D. Bright (Bright) may have engaged in inappropriate conduct with a minor. 9 Mr. Bright has fully cooperated with the TSPC investigation. After review of the matters 1O alleged, Mr. Bright and the Commission agree that their respective interests, together with the 11 public interest, are best served by a stipulation to certain facts and a surrender of his teaching 12 license pursuant to OAR 584-020-0027. 13 This Order sets forth the facts upon which the parties have stipulated and the sanction to 14 be imposed. Mr. Bright stipulates that there are sufficient facts contained in the Commission's ‘1 files and records to support the findings of fact and conclusions of law set forth below. In 16 entering into this stipulation, Mr. Bright waives the right to a hearing to contest the findings of 17 fact, conclusions of law and Order set forth below. Mr. Bright understands that upon surrender 18 the Commission will revoke his teaching license. 19 This stipulation is contingent upon approval and adoption of the Order by the 20 Commission. if the Commission does not adopt this Order, neither Mr. Bright nor the 21 Commission are bound by these stipulations and Mr. Bright retains all rights to a hearing on the 22 allegations. 23 STIPULATION OF FACTS 24 1. Mr. Bright holds a Restricted Transitional Teaching License with a Health Education 25 Endorsement, issued September 8, 2004, valid through September 8, 2007. 26 2. Mr. Bright began employment with the Sutherlin School District on August 26, 2004. .1 Mr. Bright served as a Health Teacher at Sutherlin High School. Mr. Bright failed to maintain an appropriate professional student-teacher relationship 3 with a female student at Sutherlin High School during the 2004-2005 and 2005-2006 school 4 years. Mr. Bright allowed the female student to visit his home. Mr. Bright and the female 5 student engaged in personal telephone conversations. Mr. Bright engaged in overly 6 personal/romantic email communications with the female student. 7 4. On September 12, 2005, Principal Marty Gary directed Mr. Bright never to allow a 8 student to enter his home unless accompanied by a parent and to communicate clear 9 boundaries with students. Mr. Bright continued to engage In inappropriate personal 1O communication with the female student. 11 5. Bright failed to maintain a professional student-teacher relationship with a 21 female student at Sutherlin High School during the 2004-2005 and 2005-2006 school years. 22 This constitutes Gross Neglect of Duty in violation of OAR 584-020-0040(4)(o) as it incorporates 23 OAR 584-020-0035(1) (c).
