6 On March 10, 2008, the Teacher Standards and Practices Commission (Commission)

7 received information that Katy Ann Atwood (Atwood) began her duties as Principal of the City

8 View Charter School in the Hillsboro School District, without a Charter School Registration.

9 Atwood fully cooperated with the Commission's investigation. After review of the matters
10 alleged, Atwood and the Executive Director agree that their respective interests, together with
11 the public interest, are best served by a stipulation to certain facts and a public reprimand.

12 This document sets forth the facts upon which the parties have agreed and the
13 stipulated sanction to be imposed. Atwood stipulates that there is sufficient evidence in the
14 Commission‘s files and records to support the findings of fact, conclusions of law, and order set
15 forth below.
16 By signing below, Atwood acknowledges, understands, stipulates, and agrees to the
17 following: (i) she has been fully advised of her rights to notice and a hearing t0 contest the
18 findings of fact, conclusions of law, and order set forth below, and fully and finally waives all
19 such rights and any rights to appeal or otherwise challenge this Stipulation of Facts and Final
20 Order of Reprimand (Stipulation and Final Order); (ii) this Stipulation and Final Order is a public
21 document and disclosed to the public by the Commission upon request; (iii) this Stipulation and
22 Final Order is contingent upon and subject to approval and adoption by the Commission. lf the
23 Commission does not approve and adopt this Stipulation and Final Order, then neither Atwood
24 nor the Commission are bound by the terms herein; (iv) she has fully read this Stipulation and
25 Final Order, and understands it completely; (v) she voluntarily, without any force or duress,
26 enters into this Stipulation and Final Order and consents to issuance and entry of the Stipulated
27 Final Order below; (vi) she states that no promises or representations have been made to

1 induce her to sign this Stipulation and Final Order; and (vii) she has consulted with an attorney
2 regarding this Stipulation and Final Order and has been fully advised with regard to her rights
3 thereto, or waives any and all rights to consult with an attorney prior to entering into this
4 Stipulation and Final Order and issuance and entry of the Stipulated Final Order below‘
5 STIPULATION 0F FACTS
6 1. Katye Atwood currently holds a Charter School Registry that was issued by the
7 Commission on July 21, 2008. The license is valid through July 21, 2011.
8 2. Atwood accepted a position with City View Charter School in Hillsboro Oregon in
9 December 2007. The Commission received Atwood’s application for Charter School
10 registration on March 17, 2008.
11 2. Atwood worked as Principal of City View Charter School without a valid license in a
12 position that requires a Charter School Registration.

21 CONCLUSION OF LAW
22 From December 2007 through March 2008 Katye Atwood served a Principal of City View
23 Charter School without obtaining a Charter School Registration in violation of OAR 584-050-
24 0035(1) and OAR 584-020-0035(2)(a). This conduct constitutes Gross Neglect of Duty. The
25 Commission has the authority to impose discipline in this matter under ORS 342.120 through
26 342.430 and OAR Chapter 584.

I FINAL ORDER
2 The Commission hereby adopts and incorporates herein the above findings of fact and
3 conclusion of law and based thereon, here by imposes a Public Reprimand on Katye Ann
4 Atwood. This Order shall serve as the Public Reprimand.
